Evaluation Of The Basic Public Service Development And Its Driving Factors In The Eastern Coastal Areas

Since the reform and opening up,the economic and social development of China has been rapid,but the gap between rich and poor is growing,which is mainly reflected in the living,medical,education,social security and other public service supply and so on.These phenomena have become the key factor of promoting coordinated development,implementing the new urbanization strategy and protecting the economic and social development.On the basis of reviewing domestic and international basic public service development progress,this paper analyzed the comprehensive development of basic public services in the eastern coastal areas from 2003 to 2014 at the six dimensions of educational,medical,cultural,facilities,environmental and social security.And of course,it also used the entropy method to measure the evolution process of the basic public service in the eastern coastal areas.At the same time,the spatial autocorrelation analysis is used to evaluate the degree of spatial differentiation of basic public service development in eastern coastal areas.Then,this paper discussed the main factors influencing the equalization of basic public services in the eastern coastal areas by using the spatial measurement model.And on this basis,the paper put forward the corresponding countermeasures for the problems existing in the development of basic public services in the eastern coastal areas.The results showed that,Firstly,in terms of the development level,the basic public service in the eastern coastal areas has been significantly improved since 2003.And the subsystems are constantly changing at the same time with showing different characteristics,mainly for construction of educational service facilities,improve of the social security service system,development of environmental service facilities and the rapid increase in the level of health services.Secondly,in the aspect of spatial differentiation,the overall pattern of the development of basic public services in the eastern coastal areas from 2003 to 2014 shows a general spatial relationship with the level of its eastern coastal economic development,and the southern region is better than the northern region.Spatial autocorrelation analysis indicates that the spatial agglomeration characteristics are significant with a further trend.G index shows that cold spots of the eastern coastal basic public service level more and more concentrated to the south of eastern coastal areas,while the hot areas are gradually concentrated to the core cities of three major urban agglomerations and national transportation hub.Thirdly,in terms of influencing factors,the results of the spatial measurement model show that the economic level,government policies,the level of market-oriented development play positive role in promoting basic public services,which the government policy and economic level are the two main factors.This paper summarizes the main problems in the development of basic public services in the eastern coastal areas from the above three aspects of spatial analysis,and puts forward the corresponding optimization strategies on the basis of this.
