Problems And Countermeasures Of Youth Volunteer Service In Longquanyi Chengdu

In the 19 th National Congress,General Secretary Xi mentioned the need to "promote the institutionalization of volunteerism." This is an affirmation and demand for voluntary service from the "third sector" in the process of socialism with Chinese characteristics in the new era.In recent years,with the support and encouragement of relevant state policies,the volunteer force has grown rapidly in our country and has become one of the indispensable forces.At the same time,it still has many problems of its own as an emerging thing.In the process of socialist modernization in our country,volunteerism has also developed rapidly,as shown by the marked increase in people’s willingness to participate in volunteerism,the gradual expansion of voluntary organizations,the growing demand for volunteerism and the growing imprint of a culture of volunteerism.However,in the process of participating in the coordinated governance of the government,there are still many problems such as mismatch between supply and demand,imperfect management system of voluntary service organizations,lack of legal guarantee mechanism for voluntary service,single form of voluntary service activities and lack of human resources guarantee for voluntary service.This article takes the young people volunteering in Longquanyi Chengdu as the object,through the library borrowing,the network collection,the government document and the internal material collation,collates the related information,comprehensively and systematically understands the youth volunteering process and the actual situation.The questionnaire survey was carried out by sample survey to various communities,relevant managers of voluntary service organizations and volunteers in Longquanyi Chengdu.Using telephone communication,face-to-face interviews,etc.,this paper summarizes the current situation of youth volunteering in Longquanyi by interviewing the relevant leaders of the Longquanyi district committee,leaders of community voluntary organizations,heads of social welfare institutions and young volunteers at all levels.Combining with the theory of "voluntary failure" put forward by Salamon,the cause of the problem is further analyzed.Through summing up the comparative analysis of outstanding volunteer service at home and abroad,the author puts forward some measures and suggestions based on the theory of "collaborative governance".Through investigation and research,it is found that there is a common phenomenon of "volunteering failure" in young people’s volunteer service in Longquanyi Chengdu,which is reflected in the difference of youth volunteer service,including inadequate financial guarantee,insufficient economic foundation and inadequate legal guarantee of voluntary service in this area;The asymmetries of youth volunteering,including asymmetries between supply and demand for services,single volunteer corps and single volunteer project;The patriarchal nature of youth volunteering,including the lack of independence and credibility of volunteer organizations,and the amateur nature of youth volunteering,including the lack of professional competence of volunteers and the difficulty of attracting professionals to volunteer organizations,have limited the development of youth volunteerism in the Longquanyi Stagecoach region.In view of the above problems,the paper analyzes the experience of excellent volunteer service in Guangzhou,Hangzhou and Hong Kong,and puts forward the conclusion that Longquanyi needs to further improve the enthusiasm of the public for volunteering,set up a systematic mechanism of encouraging and guaranteeing volunteers,establish a training mechanism for young volunteers,promote the development of volunteer positions and make full use of the Internet + information platform.In order to put forward reference opinions and suggestions for the development of youth volunteer work in Longquanyi and all over the country.
