Research On The Supply Satisfaction Of Rural Public Goods In Shouguang City Based On IPA Analysis

The issue of "agriculture,rural areas and farmers" is the "top priority" in the work of the Party and the state in the period of China’s socialist modernization.The supply of rural public goods is closely related to "agriculture,rural areas and farmers".Productive public goods are directly related to agricultural production,while unproductive public goods are directly related to the construction of beautiful countryside and farmers’ lives.Therefore,it is of great significance to investigate and understand the supply situation of rural public goods,find out the existing problems and put forward countermeasures and suggestions to improve the supply of rural public goods,in order to solve the problems of "agriculture,rural areas and farmers",promote rural revitalization and urban-rural integration development.This research uses the questionnaire survey and the depth interview method,on the rural infrastructure,the rural science,education,culture and health,the rural social security three types of 22 rural public goods supply situation to the Shouguang City farmers were investigated.This paper mainly uses the method of satisfaction-Importance Analysis(IPA)to analyze the supply situation of rural public goods in Shouguang City.The results show that the overall satisfaction of farmers in Shouguang City to the supply of rural public goods is high.The satisfaction of three types of public goods from high to low is rural social security,rural science,education,culture and health and rural infrastructure.In terms of individual public goods,the top three are rural compulsory education,medical insurance and pension insurance.The importance of the three types of public goods from high to low was infrastructure,social security and science,education,culture and health.In terms of individual public goods,the top three were rural medical institutions,health epidemic prevention and maternal and child health care,and village housing security.It is worth noting that the satisfaction of various rural public goods in Shouguang City is lower than its importance.The IPA analysis matrix of rural public goods supply in Shouguang City was constructed by taking the average value of satisfaction and importance as the coordinate origin,importance as the horizontal axis,and satisfaction as the vertical axis.Based on IPA analysis results and combined with field research and statistical data of Shouguang City,it is found that there are some problems in the supply of rural public goods in Shouguang City,such as urban-rural gap,insufficient supply of productive public goods,mismatch between supply and demand,large differences between towns and villages,and lack of full coverage of social security.The reasons mainly lie in THE existence of urban-rural dual structure of public goods supply,lack of county overall planning mechanism,lack of farmer demand expression mechanism,and unbalanced economic development between towns and villages.Developing county economy to enhance the ability of rural public goods supply is the necessary condition and basic guarantee to strengthen and improve the supply of rural public goods.On this basis,set up in order to balance urban and rural public products supply county as a whole,with emphasis on the mechanism and the county,township,village collective and society power "four one of the rural public products supply system,through the demand expression mechanism under the premise of fully understand the farmers demand for public goods,square each have emphasize particularly on,coordination and hierarchical rural public product supply.This is the only way to strengthen and improve the supply of rural public goods,meet the production and living needs of farmers,narrow the gap between urban and rural areas,promote the elimination of the urban-rural dual structure,and realize rural revitalization.
