Research On The Optimization Of The Operation Mechanism Of Jiangsu University Collaborative Innovation Center Under The Guidance Of The Government

Faced with the major changes in the new round of scientific and technological revolution and industrial revolution,the CPC Central Committee put forward the strategic objectives of becoming an innovative country in 2020,entering the ranks of manufacturing power in 2025 and becoming a world technological power in 2050.In 2012,the Ministry of Education jointly implemented the ’ 2011 Plan ’ with the Ministry of Finance to support the construction of an innovative country.Government-industry-university-research collaborative innovation has become a new trend of scientific and technological innovation activities in the world today.In 2012,Jiangsu Province launched the implementation of university collaborative innovation plan,accelerating the agglomeration of high-quality innovation resources,focusing on national major innovation needs,accelerating the service of regional economic development,promoting the accelerated release of innovation potential,further stimulating the innovation vitality of colleges and universities,and laying a solid foundation for the self-reliance of science and technology.However,there are still some problems in its operating mechanism,which restrict the development of collaborative innovation in Jiangsu universities.In order to break through the bottleneck of development,it is necessary to fully stimulate the advantages of different innovation subjects,promote the construction of collaborative innovation mechanism,so as to realize the continuous innovation of colleges and universities in Jiangsu Province,and avoid the major mission entrusted by General Secretary Xi to Jiangsu ’ to strive for example,to strive for demonstration and to walk in the forefront.Therefore,strengthening the research on the operation mechanism of collaborative innovation in Jiangsu universities under the guidance of the government has theoretical significance for the connotation of collaborative innovation,has practical significance for promoting regional economic development,and has important strategic significance for strengthening the connotative development of universities and building an innovative country.The research combines the overall situation of education collaborative technology and economic development at home and abroad.Based on the synergetic theory and innovation theory,the research uses literature research method,case analysis method and interview survey method to sort out the development of collaborative innovation centers in Jiangsu universities.By using the method of literature research,empirical and normative analysis,this paper combs the general situation of research collaborative innovation in Jiangsu universities,and analyzes the constituent elements of the operation mechanism.By using the case analysis method,taking the collaborative innovation center of Jiangsu universities as the research object,this paper systematically analyzes the importance and organizational operation structure of the center,and summarizes the problems existing in the operation mechanism of the collaborative innovation center of Jiangsu universities.The problems are as follows : government guidance needs to be further improved,performance management mechanism needs to be further reformed and optimized,the degree of integration and sharing of high-quality resources needs to be further improved,the construction and effect of scientific research platform of collaborative innovation center needs to be further improved,and the information communication between collaborative innovation participants needs to be further strengthened.This paper analyzes the reasons for the problems existing in the collaborative innovation center are the scientific nature of the government policy formulation itself,the design of the performance management system is separated from the background of collaborative innovation,the lack of top-level design for the sharing of innovative resources,the imperfect consideration of human,financial and material factors in the construction of collaborative innovation research platform,and the lack of coordination mechanism for the goals and interests of all parties involved in collaborative innovation.Finally,it puts forward the mechanism of improving the collaborative innovation center of Jiangsu universities : first,the functional orientation of the main body of the collaborative innovation center of Jiangsu universities,including the functional orientation of the government,universities,scientific research institutes,backbone enterprises and related social organizations;second,the operation mechanism of the collaborative innovation center of Jiangsu universities,including the construction of authoritative government guidance mechanism,the construction of perfect performance management mechanism,the construction of high-quality resource sharing mechanism,the construction of efficient platform operation mechanism,and the construction of smooth information communication mechanism.
