Public Policy Research On Promoting Collaborative Innovation In Yangtze River Delta

The Yangtze River Delta urban agglomeration plays an important strategic role in the overall situation of China’s national modernization construction and the open pattern.Its innovative development also plays a strong role in promoting the economic development of the Yangtze River Delta region and enhancing China’s comprehensive national strength.Optimizing the development of Yangtze River Delta urban agglomeration is an important way to promote regional coordinated development,and also the only way to enhance international competitiveness.The innovation level of the Yangtze River Delta has a competitive advantage at the national level,and the innovation of the Yangtze River Delta also bears the responsibility of demonstration first.At present,there are still some problems in the innovation of the Yangtze River Delta urban agglomeration,such as serious homogenization competition,unreasonable allocation of innovation resources and so on.This paper first analyzes from a theoretical point of view that the synergy of innovation public policy is conducive to promoting the collaborative development of innovation and the improvement of innovation ability.Then it analyzes the synergy of innovation public policy in the Yangtze River Delta,including the synergy analysis of the main body of public policy making and the content of public policy,and summarizes the shortcomings of innovation public policy.The deficiencies are reflected in the fact that the current innovation public policies are mostly formulated by individual departments,and lack of coordination between departments;The preference of innovation public policy content in three provinces and one city is repetitive,which is not conducive to the formation of heterogeneous competition.In order to solve the problems of innovation public policy,it is necessary to analyze the innovation ability and innovation synergy of the Yangtze River Delta,and then determine the direction of optimizing innovation public policy.The analysis of Yangtze River Delta’s collaborative innovation situation is to build the Yangtze River Delta’s regional collaborative innovation system based on innovation elements,including innovation talent input system,innovation capital input system,innovation technology level system and innovation environment construction system.Then,the coordination degree model of composite system is used to calculate the order degree change of each subsystem and the coordination degree change among systems,and finally the importance of developing each subsystem in three provinces and one city is summarized,which aspects of innovation can be given priority or emphasized.In addition,this paper analyzes the characteristics of innovative development and innovative public policy development of four famous urban agglomerations at home and abroad,and explains the significance of collaborative innovation in the Yangtze River Delta.Compared with the deficiency of innovation public policy making in the Yangtze River Delta region,and the characteristics of innovation development in the Yangtze River Delta provinces and cities,combined with the domestic and foreign urban agglomeration innovation ability and innovation policy collaborative development situation,this paper provides some suggestions for promoting the Yangtze River Delta innovation collaborative development.Strengthen the communication mechanism between the financial departments of provinces and cities or with other departments,take the financial departments as the main body of innovation public policy-making,and cooperate with other departments to formulate more innovation incentive policies.On the basis of the combination of departments,we should formulate the fiscal policy which is conducive to the coordinated development of regional innovation,strengthen the integration of fiscal policy and other policies,especially the financial policy,and promote the flow of financial capital across provinces and cities.The government of three provinces and one city jointly develops government procurement,with innovative technology as the dominant goal of government procurement.To realize the horizontal transfer payment between provinces and cities,and promote the further development of innovation in the Yangtze River Delta region through the formulation of regional tax preferential policies.
