| Civil servants are the main body of governance,an important part of Party cadres and the backbone of the socialist cause.To strengthen and improve the management of civil servants and improve the overall quality of civil servants is related to the improvement of the party’s ruling ability,the consolidation of the ruling foundation and the consolidation of the ruling status.On December 29,2018,the Civil Service Law of the People’s Republic of China(Draft Amendment)was deliberated and adopted at the Seventh session of the Standing Committee of the13 th National People’s Congress.Therefore,the implementation and development of civil service management in the new stage of more law-based,scientific and standardized development also have more detailed and concrete legal basis.This paper holds that the high-tech zone,as the pioneer zone of reform and opening up,the demonstration zone of scientific and technological innovation,and the cluster area of high-end talents,has been in an important development stage of“innovation-driven and strategic enhancement”.The good management of civil servants as the backbone force is of great significance to promote the high-tech zone to improve its governance level and achieve high-quality development.This paper takes the civil servant management in Suining High-tech Zone as the research object,and according to the idea of “question raising--problem analyzing--problem solving”,comprehensively adopts the methods of questionnaire survey and in-depth interview to carry out an empirical investigation on the current situation of civil servant management and the actual needs of civil servants in Suining High-Tech Zone.Through sorting,summarizing and analyzing the questionnaire feedback data and primary data collected by interviews,By summarizing the achievements of civil servant management in Suining High-tech Zone and combining with the results of literature analysis,it concludes that there are four main problems in the civil servant management in Suining High-tech Zone:misplacement of responsibilities of professional civil servants,“two covers” of civil servant learning and training,failure to form an effective closed loop of civil servant performance management and “obstruction” of civil servant promotion channel.Through in-depth analysis of the causes of the problems,it is found that the high-tech zones are mainly from four aspects: unclear functional positioning,immature learning and training mechanism of civil servants,lack of closed-loop awareness of civil servants’ performance management,and relatively limited promotion and development of civil servants.Finally,according to the causes of the problems,corresponding countermeasures and suggestions are put forward from the aspects of optimizing the functional positioning of the high-tech zone,eliminating the “two skin” of civil servants’ learning and training,promoting the closed-loop operation of civil servants’ performance management,and unblocking civil servants’ promotion,so as to perfect and solve the problems in the management of civil servants in Suining High-tech Zone and improve the management level of civil servants.Give full play to the key role of civil servants in promoting the high-quality innovation and development of Suining High-tech Zone.This paper focuses on the characteristics and regional factors of civil servant management in Suining High-tech Zone,makes full use of the theory of learning organization and the theory of hierarchy of needs,and conducts targeted and systematic research and discussion on the existing problems and countermeasures of civil servant management in Suining High-tech Zone,enriching the research content of civil servant management in high-tech zone,which has certain theoretical and practical significance.The research and solution of civil servant management problems in other high-tech zones have certain reference value. |
