Research On Issues Of Community Drug Rehabilitation Of Multi-governance

Drugs are a global problem,which not only threatens individuals and families,but also increasingly becomes a public health security problem affecting the society.Affected by the international drug situation gradually severe,the drug problem of our country also presents the trend of spreading gradually.So,powered by drug control systems and mechanisms to improve existing in our country,and strive to build "six" drug management system with Chinese characteristics,namely: the full coverage of drug prevention education,full link services management of drug addicts,the whole chain drug crime and drug items total factor regulation and comprehensive Du Qing monitoring and early warning,globalization,international cooperation in drug control.Among them,the community drug rehabilitation system is an important part of the whole link of service and management of drug users.The community drug rehabilitation system is a new drug rehabilitation measure stipulated in the Narcotics Control Law of the People’s Republic of China promulgated in 2008,transferring the drug rehabilitation work previously only responsible for by the public security,judicial and health departments to the urban sub-district offices and township people’s governments.In practice,community drug rehabilitation,as a systematic project involving multiple parties,requires the joint participation of the government,society and family in order to exert the maximum effect.Taking H District of T City as the research object,this paper adopts multiple governance theory combined with the actual situation of community drug rehabilitation,and adopts research methods such as literature research,interview method and questionnaire survey to study the problem of community drug rehabilitation in H District of T City.This paper first introduced the relevant concepts of community drug rehabilitation and multiple governance theory,and then combined with the form of drug abuse and drug rehabilitation status in T city,through interviews and questionnaires to analyze the existing problems and causes of community drug rehabilitation in H district of T city.Finally,based on the theory of multiple governance and the theory of good governance,this paper puts forward countermeasures such as strengthening the leading role of the government,giving play to the key role of the community,encouraging the complementary role of enterprises and non-governmental organizations,and giving play to the basic role of families,aiming at the problems existing in the current community drug rehabilitation work in H District,T City.
