Research On Local Government Performance Evaluation Based On Public Value Theory And The Perspective Of Coupling Relationship

Government performance evaluation is an important measure of government governance,which is of great significance in government system reform and public administration.Since the 1990 s,under the influence of the new public management movement,China has gradually tried to carry out the pilot government performance evaluation and achieved positive results.Moreover,effectively improve the efficiency and level of government management.However,the problems of fragmentation and one-sided pursue economy development during this period also made scholars question the effectiveness of government performance evaluation.And the new government performance evaluation,which is people-oriented,attaches importance to public will and takes public value as value orientation,began to enter the field of government performance.On the basis of combing and expounding public value and its relationship with the government performance evaluation in detail.This article constructed the core principles of performance indicators system with politics,economy,life,culture and ecology public values,and try on the basis of quantitative performance level,introducing the theory of coupling relationship,synchronization to solve the problems of the plural public value conflict,comprehensive evaluation of local government performance level.And taking Lanzhou city as an example,this paper makes an empirical analysis.The results show that :(1)During the study period from 2013 to 2019,the improvement effect of Government performance level of Lanzhou city is significant,and the government governance effect of economic development,political civilization,affluent life,cultural inheritance and ecological harmony is improved by different degrees.Except that the performance level of the value of political civilization declined to a certain extent,the other performance levels showed a trend of continuous good development.(2)The quantitative results of the coupling relationship model show that the coupling effect level continues to deepen and the coupling coordination relationship continues to strengthen among the government performance system of the "five-in-one" economic development,political civilization,affluent life,cultural inheritance and ecological harmony in Lanzhou.The integration process of all kinds of performance is accelerating,the conflict between each other is continuously reduced,and the performance results are steadily moving towards the direction of balanced and orderly coordination.(3)The comprehensive performance level of Lanzhou city shows a steady improvement and continues to develop well,but the average level of the research period shows that it has not reached the optimal state,and there is room and potential for further improvement.It is the core and key to improve government performance to attach importance to the role of public value,fully tap the potential of government management and coordinate and balance the relationship between various performance.(4)Local government performance evaluation based on public value and its coupling relationship can make up for the conflict defect of multiple values.It is beneficial to improve the comprehensiveness and scientifically of government performance as well as the feasibility.
