Research On The Relationship Between The Performance Of Rule Of Law And Government Building And The Development Of Economy

The construction of government by law is an important part of the overall rule of law,and it is also the basic guarantee for the implementation of new development concepts and the promotion of high-quality economic development.According to historical experience,the law-based government construction and economic development influence and restrict the modernization process of a country or a region,and the relationship between them is consistent but not simple linear.Based on the strategic requirement of the new age to build a well-off society in an all-round way,discussion on the interactive relationship between law-based government construction and economic development has important theoretical value and practical significance for integrating interdisciplinary theoretical method,recognizing the practical problems faced by rule of law construction and economic development and seeking the path and method to solve the problems.Around the relationship between the performance of law-based government construction and the regional economic development,this paper built model and system on the basis of combing theory and summarizing experience.The research measured the performance of the law-based government construction with public satisfaction on the basis of the large sample survey data of Guangxi zhuang autonomous region from 2014 to 2016.We adopted 4dimensions as legal construction,process promotion,goal realization,overall performance and 15 indicators of satisfaction including public participation in legislation,openness of government affairs,anti-corruption,and overall government performance,etc.We selected 4dimensions and 8 indicators including the economic growth rate,the structure configuration,the people’s life and the development potential and so on for the measurement of regional economic development,and the quantitative analysis of the relationship between the two was performed.The study tested three hypotheses:(1)the performance of the law-based government construction promotes the economic development;(2)economic development has a positive impact on the performance of the law-based government construction;(3)the relationship between the two is regulated and restricted by complex factors.Firstly,as for the promoting effects of the performance of law-based government construction on economic growth,the classical cobb-douglas production function reference model was adjusted to elastic double fixed effects model on the basis of subjective and objective variable structure.OLS estimation results showed the satisfaction for theperformance of law-based government construction had significantly positive effect on regional economic development.Moreover,the variable was the most effective in all explanatory variables that were added,and the score of each additional unit was expected to increase the total GDP of the region by more than 3.2 units.It was estimated that the results were still robust in terms of substituting the dependent variable from the total caliber to the increment or per capita caliber index.Secondly,regional economic development had the positive influence on the law-based government construction.Dependent variable rule of law satisfaction was considered as the multi-category sequencing variable,the empirical analysis of Ordered Logistic multivariate regression model with probability according to the technical specification showed that the development of regional economy had obvious effect on improving the government construction performance(public satisfaction): each standard deviation unit increase of regional GDP would lead to " very satisfied " and " satisfied " ratio of the law-based government construction performance increase by 0.39% and 1.61%,respectively.In addition,variables such as administrative level and public background met the expected significant level in the estimation,which showed that these factors regulate and restrict the relationship between the local economic development and the performance of law-based government construction.Finally,based on the results of the empirical study,the economic development and the construction of the law-based government and their interaction in Guangxi should be promoted.This paper suggested as following.First,clarify the value objectives of the economic development and the construction of the law-based government,including promoting the spirit of the rule of law,respecting and safeguarding human rights,strengthening the administration by law and adhering to the development path of socialism with Chinese characteristics and so on.Second,optimize the resources and environment for the construction of law-based government with economic development.we should take advantage of the national preferential policies to develop local economy and establish a regional integrated market system based on local reality.Third,strengthen the dynamic guarantee of economic development by building a law-bases government,including creating an orderly legal environment,increasing transparency of government affairs and strengthening the protection of property rights.At the same time,this paper attempted to innovate.In theory,the research on law-based government construction belongs to the category of law;the measurement of performance oflaw-based government construction belongs to the category of management;the research on economic development belongs to the category of economy;the research on the relationship between them involves interdisciplinary,which has innovative value in itself.In study methods,quantitative methods were introduced into the field of rule of law evaluation to provide a methodology for the discussion of the relationship between regional economic development and the performance of the law-based government construction.Based on the database of three years’ sample survey in Guangxi zhuang autonomous region,the scientificity and persuasiveness of the research were effectively improved.Of course,because of the difficulty of obtaining objective indicators,this paper took satisfaction as an indicator of the performance of law-based government construction,which appeared to be insufficient in the real environment.
