An Analysis On The Multiple Governance Of The Daily Public Security In Shensi-Kansu-Ningsia Border Region

Shensi-Kansu-Ningsia Border Region border region,the model Democratic base,is the experimental field of the Communist Party of China’s partial governance during the Chinese People’s War of Resistance Against Japanese Aggression,which occupies an important position in the history of the Communist Party of China and the history of the new-democratic revolution.Under the superposition of multiple factors such as history,geography and society,the problems that affect the daily public security of the Shensi-Kansu-Ningsia Border Region border region are serious,mainly including the problems of loafers,drugs,bandits,women’s liberation,refugees and victims,secret associations and feudal superstition.These problems of public security challenged the economic society,the order of the harmonious society and the peaceful and content life of the residents in the border region,testing the ruling ability of the border region government.To solve these problems,the border region government took various measures to combine the official force,social force and folk force,and adopted the way of multiple governance,controlling the daily public order in the border region.The government of Shensi-Kansu-Ningsia Border Region border region not only vigorously strengthened the construction of Public Security and Justice but also paid attention to the roles of Education Department,Social Relief Department,Propaganda Department and other departments.It has achieved remarkable results in the daily public security by improving the grass-roots party and government network,establishing new social elites,reconstructing rural regulations and other ways.Through observing the way of multiple governance adopted by the Party Central Committee and the border region government in the daily public security of Shensi-Kansu-Ningsia Border Region border region,the study has a glimpse of the history of the joint efforts of the party,the government,the army and the people to maintain social order in the border region at that time,exploring the beneficial experience,which has positive significance for the current social security governance.
