Study On The Effect Of Ppp On Cooperative Governance Of Sports Town

The emergence of the concept of "sports town" in China is accompanied by the preparation of Beijing Olympic Games.However,the construction of early sports towns is not satisfactory,and most of them end up in a hurry.The turning point of sports town construction appeared in the proposal of "characteristic town" in 2014 and the promotion of Zhejiang experience.With the promulgation of a series of policies,the construction projects of sports towns have sprung up all over the country.At the same time,the relevant policies clearly pointed out that the construction of sports town should adhere to the requirements of "government guidance,enterprise main body,market-oriented operation",and social capital began to widely participate in the construction projects of sports town.However,in the process of promoting the construction of sports town,there are some problems,such as unclear concept,inaccurate positioning,eager for success,blind development and lack of marketization.In some areas,there are even signs of increasing government debt risk and real estate.With the tightening of relevant policies,the construction of sports town has gradually entered a period of standardized development.However,due to the high professional requirements,large capital demand,long cycle and different resource endowment,it is difficult to form the experience of cooperation between the government and social capital to promote the high-quality development of sports town in a short time.As an imported concept,sports town has a history of more than one hundred years in foreign countries and has formed a mature way of governance.However,China’s sports infrastructure is weak and the demand for sports consumption is rising rapidly,which makes it difficult for foreign governance experience to learn from.Therefore,we must innovate governance methods to achieve high-quality development of sports towns,improve the development level of sports industry,meet the growing sports consumption demand of the people,and promote the transformation and upgrading of regional social economy.In this paper,the innovative way of sports town governance-cooperative governance as the research object,the full text is divided into five chapters,as follows:the first chapter,the theoretical basis of cooperative governance of sports town.This chapter is divided into two parts,one is the definition of the concept of cooperative governance of sports town,which makes a theoretical analysis of the concept of sports town and cooperative governance;the other is the related theory of cooperative governance of sports town,which constructs the theoretical basis of this paper based on Stakeholder Theory and contract theory(principal-agent theory and incomplete contract theory).The second chapter,the framework and dilemma of cooperative governance of sports town.Based on the theoretical basis,this chapter constructs the analysis framework of sports town cooperative governance: first,the stakeholders of sports town cooperative governance;second,the institutional arrangement of sports town cooperative governance.At the same time,according to the theoretical framework,this chapter analyzes the dilemma of cooperative governance of sports towns in China.The third chapter is the typical practice of cooperative governance in sports town.This chapter studies the public-private partnership,a typical practice of cooperative governance in sports towns,including the stakeholders and institutional arrangements in the public-private partnership.The fourth chapter is the case analysis of cooperative governance of sports town.This chapter analyzes the case of Tongshan sports town in detail,summarizes the experience of its cooperative governance,and puts forward the existing problems.The fifth chapter,the improvement suggestions of cooperative governance of sports town.This chapter combines the dilemma of cooperative governance of sports town in the second chapter and the related problems in the fourth chapter,and puts forward the improvement suggestions of cooperative governance of sports town.Through the theoretical analysis of the cooperative governance of sports town and the research on the experience and existing problems of public-private partnership in practice,this paper provides some suggestions for the improvement of cooperative governance of sports town:First,give full play to the functions of the government and reasonably arrange the rights and responsibilities of both sides.Clarify the rights and responsibilities of both sides of the cooperation subject;establish the leadership mechanism of the competent department;provide a stable and fair market environment.Second,adhere to the market-oriented operation and improve the incentive and restraint mechanism.Change the focus of policy funding support;improve the integrity of the incentive mechanism;establish a competition and elimination mechanism.Third,the introduction of multiple subjects to build a supervision and evaluation system.We should establish the external supervision mechanism of public participation,establish and improve the targeted evaluation system,and improve the internal supervision mechanism of both sides.
