vigorously develop rural industries as its strong support.Implementing integrated rural industry development can raise farmers’ basic incomes,raise their standard of living,spur rural enterprises to grow quickly,and create new,efficient avenues for rural areas to realize new forms and models of business.Currently,if we want to address the issue of farmers living prosperous lives,we must abandon the conventional rural development model and actively promote contemporary and innovative rural industries.Therefore,regarding issues pertaining to "agriculture,rural areas,and farmers," supporting the integration of rural industries is crucial.The degree and level of the integrated growth of rural three industries are significantly influenced by local governments,who play a vital role in fostering this development.Different market entities play a significant role in the integrated development of rural three industries.From the actual situation,in recent years,local government always adhere to high quality modern agriculture development as the core,promoting rural deepening reform,in order to promote the farmers’ income,and communities in comprehensive guide rural development characteristic industry,support and expand pillar industry,its development focus in the emerging industries,and actively expand the county-rural economic development space,enhance the level of development and sustaining development,Industrial upgrading will increase people’s income.At the same time,with the use of local government support policies,developing with the introduction of various types of agricultural leading enterprises,provide farmers with a large number of employment opportunity,at the same time will be dedicated to the development of deep processing industry of rich.Based on this,this paper uses the Panshan County in Liaoning Province as research samples.The theory of government function,the industrial convergence theory,and a service-oriented government theory are used to assist an analysis of the local government’s initiatives to support the integration of rural tertiary industries in development.First,this article describes the development situation of rural three industries in Panshan County based on reading and synthesizing a large amount of domestic and foreign literature on the integration of rural three-industry development.The main objective is therefore to look at the specific activities and outcomes of the local government in assisting the integration of rural three-industry development.Second,the study performs a thorough analysis of the challenges and factors impacting the local government’s facilitation of the integrated development of rural three industries using the Panshan County government as an example.A few of the specific problems are the inadequate interest linking mechanism,the government’s limited ability to direct science,the incapacity of new corporate organizations to drive the economy,and a shortage of talent,capital,and other resources.This study draws the conclusion that local governments should make full use of their own innovative capability and current practices when encouraging the integrated growth of rural three industries.This conclusion is based on experience both locally and internationally.It then offers countermeasures and recommendations for local farmers,and effectively promote the comprehensive development of rural industry,ecology and governance.On the other hand,it can ensure the basic security of national food and adequate improvement of agricultural infrastructure,to build a cutting-edge modern rural infrastructure,accelerate the integration of urban and rural growth,and reduce the wealth gap between urban and rural areas.realize a
