Research On The Dilemma And Countermeasures Of Non-police Situation Disposal In X District Of Wenzhou City

Non-police alarms are alarms that are outside of the duties and responsibilities of the public security organs as stipulated by law.The increasing number of non-police alarms not only tends to cause a waste of limited police resources,but also easily breeds some additional problems.For example,the disposal effect is not satisfactory and the satisfaction of the public is not high.Therefore,it is crucial to study the disposal of non-police police situations.However,with the continuous development of economy and the increase of interest demands in recent years,various social conflicts have emerged,which greatly affect the public security organs.As one of the most important components of public security work,the number of receiving and handling police in 110 command center is increasing day by day,among which the number and range of non-police situation are particularly worthy of our attention.This study takes Wenzhou City District X as an example,and under the guidance of public governance theory and collaborative governance theory,it first analyzes the current situation of police response in Wenzhou City District X,then explores the current situation and dilemma of non-police police handling in Wenzhou City District X,then summarizes the experience and inspiration of non-police police handling in model cities,namely Yueyang City,Shanghai City and Hai’an County,and finally elaborates on the rationality of diversion-oriented non-police police handling in Wenzhou City District X.Finally,on the basis of the rationality of the diversion-oriented non-police police disposal in Wenzhou X District,the author proposes countermeasures for the diversion-oriented non-police police disposal in Wenzhou X District from four aspects: subject,organization,system,and culture.In this study,the author used literature research,case analysis method,and questionnaire survey method to study the problem of non-police police disposal in Wenzhou City X District.Combining the current situation,causes and impacts of non-police police situations in X district of Wenzhou City,the targeted countermeasures are proposed,mainly including: clarifying the participating subjects and defining the scope of functions;building organizational structure and promoting benign interaction;improving system design and strengthening supervision and evaluation;cultivating public spirit and strengthening mutual trust of departments.It is hoped that this study will promote the disposal of non-police police cases in X district of Wenzhou City,fundamentally reduce the burden of non-police information disposal of public security organs,and improve the operational efficiency of public security organs and the satisfaction of the public.
