Research On The Construction Of Poverty Return Interruption Mechanism From The Perspective Of Rural Revitalization

Through painstaking efforts,China has won an all-round victory in the fight against poverty.Under the current standards,all the rural poor have been lifted out of poverty,and the arduous task of eliminating absolute poverty has been completed.With the continuous promotion of effective connection between poverty alleviation and rural revitalization,how to solve the relative poverty problem after solving the absolute poverty problem,and how to stop large-scale poverty return in rural areas under the background of rural revitalization,is a topic worth studying.On the basis of combing and studying the domestic and foreign literature,this paper describes the basic situation,poverty alleviation measures and poverty alleviation results of F County,combined with data research and field investigation,comprehensive qualitative analysis,based on the research results,analyzes the risks and causes of poverty alleviation in F County,Promote the effective connection between poverty alleviation and Rural Revitalization.Through this study,it is found that Guangxi F County has adopted a series of poverty alleviation measures in terms of institutional construction,social security system,industrial poverty eradication and ideology.The "four special actions" have been steadily improved.However,there are three risks in rural areas of F County,including returning to poverty due to illness,returning to poverty due to insufficient mobilisation of social forces,and returning to poverty due to the perceptions and abilities of poor households,and the above risks are formed due to the difficulty in consolidating poverty alleviation achievements,the inadequate effective connection of rural revitalization,the working mechanism of social participation is not perfect,and the insufficient internal motivation for poverty eradication.To address the causes of the risk of returning to poverty in Guangxi F County,a risk prevention and control social security system can be established by strengthening the construction of the social assistance system,setting up a health assistance mechanism for those returning to poverty in rural areas,and scientifically designing an education mechanism to prevent returning to poverty;a long-term assistance mechanism can be constructed by enhancing the continuity of poverty alleviation policies,effectively combining rural revitalisation to continuously promote assistance work,and realising an effective connection between the results of poverty eradication and rural revitalisation.Establishing a mechanism for diversified participation in social poverty alleviation by improving the coordination of multiple parties,encouraging social forces to participate in poverty alleviation,and strengthening the construction of a community of government and society to alleviate poverty;establishing a mechanism to stimulate the initiative and motivation of poor farmers to get out of poverty by increasing publicity and education,stimulating the initiative and motivation of poor farmers to get out of poverty and get rich,and innovating the talent cultivation mechanism.The mechanism to stimulate endogenous motivation.
