Research On Grassroots Comprehensive Administrative Law Enforcement In L District Of G City Based On Devolution Of Punishment Power

Since the nation carried out the pilot work of relatively centralized exercise of administrative penalty power,relatively centralized exercise of administrative penalty power has gradually evolved into a comprehensive mode of administrative law enforcement,and has been sinking to the grassroots streets and towns.In 2020,Guangdong implemented comprehensive administrative law enforcement in streets and towns.However,in the process of implementing comprehensive law enforcement,the grassroots governments in the central urban area of G City had obvious problems in operation.Due to the dense population,weak financial strength,unreasonable setting of sub-district agencies and other factors in the central city,various phenomena such as insufficient resource allocation and declining law enforcement in the operation process of grassroots comprehensive law enforcement are further highlighted,which is a test for the grassroots social order governance of G City.With the development of economy and society,law enforcement matters began to appear the trend of fine differentiation,while the difficulty of law enforcement increased,the professional requirements for law enforcement personnel gradually increased.Administrative law enforcement is characterized by rules and procedures,involving the administrative interests of various departments.Its rigorous system framework restricts the government’s adjustment of the law enforcement system,and rectification of the problems has become a difficult problem that the grass-roots government of G City has to face.Combined with the 5R strategy theory of new public management reform and the theory of administrative decentralization,this study takes the reform situation of District L of G City as a case under the background of elaborating the implementation of comprehensive law enforcement in streets and towns,adopts research methods such as questionnaire survey and interview,and goes deep into the grassroots front lines to learn from the street law enforcement personnel,industry insiders and staff of functional departments.To investigate the views of different groups on various situations in the implementation of grassroots law enforcement,and to comprehensively analyze the functions,teams,resources,collaborative sharing and other dimensions of the law enforcement system according to established research ideas;By mastering the operation rules of comprehensive administrative law enforcement,five major problems were found,including the weakening of core functions of law enforcement,high difficulty in the learning and training of personnel,imbalance between power and responsibility and allocation of administrative resources,non-sharing of information and data,and unclear reform strategic plan.And summarizes the causes of grassroots law enforcement problems are excessive sideline,departmental interest constraints,lax personnel team construction,data sharing obstruction,lack of reform plan and so on.Based on domestic and foreign research results and the experience of brother cities,this paper puts forward countermeasures and suggestions to solve the problems of grassroots law enforcement operation at the present stage with the help of the theoretical framework of 5R strategy,and draws the conclusion that the implementation of countermeasures and measures can effectively solve the reform dilemma by grasping the direction of reform,providing important academic reference for the future comprehensive law enforcement adjustment and reform of the grassroots government of G City.
