Food safety can reflect a country’s level of economic development and the quality of life of the people.Our government has always attached great importance to food safety,established the concept of whole-process supervision,and adhered to the working idea of prevention first and source control,thus forming a supervision pattern of "unified national leadership,responsibility of local governments,guidance and coordination of departments and joint actions of all parties".On June 1,2009,in order to strengthen supervision over food safety,vigorously crack down on illegal acts and ensure people’s food safety,the state has promulgated the food safety law of the People’s Republic of China(hereinafter referred to as the Food Safety Law).After the implementation of the Food Safety Law,there are still the Haidilao incident,the canteen problem incident of Chengdu No.7 Middle School Experimental School,the food safety incident of Quanjude,etc.,which not only reflects the serious food safety problems in the current catering service,but also exposes the obstacles to the implementation of the food safety policy of catering service.This paper takes the implementation of food safety supervision policy for catering service as the research theme,using the Smith Policy Implementation Process Model as the analysis framework,A Information asymmetry analysis was made of the regulatory policies,regulatory authorities,regulatory targets and enforcement environment in the implementation of food safety regulatory policies for food and beverage services in Fushun County,the survey found the actual situation in the implementation of food safety supervision policies in Fushun County’s food and beverage services,explored the factors affecting it,and then combined the theory of new public services to propose corresponding measures.This thesis consists of five parts.The first part is introduction.The research background and significance,research status at home and abroad,research ideas and methods are described;The second part is the definition and theoretical basis of the study.It defines the meaning of relevant concepts,and deeply explains the contents of government regulation theory and Smith policy implementation process model in depth;The third part,taking the Smith policy implementation process model as the analysis framework,introduces the implementation of the food safety supervision policy of Fushun County’s catering services from the four dimensions of regulatory policy,regulatory agency,regulatory object and policy environment;The fourth part,based on the questionnaire survey and interview survey,summarizes the problems in the implementation of Fushun County Food and Beverage Service Food Safety Supervision Policy,and analyzes the causes of the problems;The fifth part,according to the reality of Fushun County,puts forward targeted suggestions on the effective implementation of Fushun’s food safety supervision policy for catering services using the relevant theories of public management.
