Food vendors culture has a long history and is one of the catering cultures with Chinese characteristics.Food vendors have become the preferential choice for the unemployed,underemployed and disabled because of their low threshold,low investment,low cost,no taxes and fees,and strong flexibility.With the development of the city,the number of food vendors is increasing rapidly,food safety problems of food vendors are gradually exposed,which has a serious impact on people's lives and health.Guided by the Regulations on the Management of Small Food Production and Processing Workshops and Food Vendors in Guangdong Province,G County under the jurisdiction of Guangdong Province has promulgated corresponding food vendors' management policies in light of local conditions.Through the legalization of food vendors' operation,it will be guided to the designated food vendors' centralized operation zone,and centralized management will be carried out through the way of operating within a specified period of time to promote the existence of food vendors.Effective supervision,effective resolution of sharp contradictions between food vendors and law enforcement personnel,and effectively strengthen food safety.In this paper,the management of food vendors in G County of Guangdong Province is studied.Through on-the-spot questionnaires and in-depth interviews,there are some unscientific and low popularity policies in the process of promoting food vendors' management policies in G County.The processing process of food vendors in G County is still not standardized,and the income of food vendors' management policy executing departments in G County is still low.It is difficult to supervise and enforce the law,and the management policy of food vendors in G county is restricted by the environment.By introducing the Smith model theory of the policy implementation process,the reason analysis of the existing problems in the implementation of the policy of food vendor management in G County was carried out,and it was found that the implementation of the policy of food vendor management in G County did not achieve the expected results.The management policy of food vendors in G County is too short and some policies are unreasonable;The quality of food vendors in G County is not high,and the awareness of legal security is weak;The implementation of the policy on food vendors in G County is weak;The environmental factors of the implementation of the G county policy are complex and many parties need to make comprehensive plans.Finally,according to the reality of G county,the paper puts forward some suggestions to improve the management policy of food vendors in G county from four aspects: idealization policy,main body of policy implementation,policy environment and target masses.
