Research On Smart Public Security Governing Internet Fraud

With the advent of the digital age,the vigorous development of information and communication technology has brought great convenience to people’s life and work,and has also brought great impact on social security.When crimes are successfully transferred to the Internet,the complexity and social harm of the means are significantly increased,the current criminal investigation system and the long-relied and habitual attack mode of the public security organs are impacted,and the traditional governance capacity is severely challenged.The new network crime represented by network fraud has become a mainstream crime.Due to its characteristics of high precision fraud,fast evolution of means,industrial chain,transnational organization,etc.,it has become a kind of criminal activity with the largest number and the most widespread harm,which greatly increased the difficulty of governance.In July 2018,Zhao Kezhi,then Minister of Public Security,pointed out at the National Public Security Bureau Director Forum that "we should adhere to the guidance of actual combat,make full use of big data and other new technological means,and actively build a new smart police model with the intelligent application of big data as the core.Focus on improving the ability of prediction and early warning,precise attack and dynamic management,and constantly improve the intelligence level of public security work ",which put forward the development direction for public security organs to promote the new policing mode and deal with new cyber crimes.The ultimate goal of intelligent public security construction is to improve the combat effectiveness of public security organs,so as to promote the modernization of national governance system and governance capacity.At present,since the implementation of intelligent public security strategy,Chinese public security organs have made remarkable achievements in the governance of network fraud.The author,based on his own work experience,takes the intelligent public security in N District of Chongqing City as an example to deal with cybercrime,under the guidance of public service theory,digital governance theory and business process reengineering theory,and in combination with the characteristics of frequent renovation,diversified channels,accurate targets,mature fraud chain,fine division of labor,and overseas transfer of dens in his jurisdiction,Through sorting out the working mechanism and practice effect of big data police practice center on combating,preventing and controlling online fraud,analyze the difficulties encountered in practice,and then put forward countermeasures and suggestions such as strengthening the deep application of data,improving the scientific and technological participation in combating crime,changing the concept to serve the investigation practice,paying attention to the training of composite talents of police and science and technology,preventing and combating the integration,strengthening regional cooperation to break the restrictions.It is hoped to provide some practical reference value for solving the construction of the intelligence center of the grass-roots public security organs.
