Research On Standardization Construction Of Law Enforcement Of Public Security Organs Under The Background Of Smart Policing

China’s public security law enforcement standardization construction began in 2008.After more than a decade of unremitting efforts,we have made remarkable achievements in strengthening the construction of law enforcement system,reforming the operation mechanism of law enforcement power,scientifically building venues for law enforcement and case handling,strengthening the construction of law enforcement information technology,and strengthening law enforcement training of the whole police force,which has effectively safeguarded social fairness and justice.However,the construction of law enforcement standardization is a process of constantly pursuing the goal of “law enforcement standardization”,but it cannot be achieved once and for all.In the face of the people’s new expectations for the public security law enforcement activities,the traditional dilemma of the standardization of public security law enforcement has become prominent.Against the backdrop of “too many cases for limited police constables”,the public security organs should not only efficiently complete the law enforcement tasks,but also strictly follow the increasingly perfect law enforcement norms,which will inevitably put forward realistic demands for technical governance.In recent years,under the background of big data,artificial intelligence development boom and intelligent police construction,an important practice in the standardization construction of public security law enforcement is to strengthen the construction of intelligent law enforcement,build the mode of intelligent law enforcement handling cases,and promote the “standardization” by “information”.How to grasp the development opportunities brought by the fourth technological revolution,integrate modern information technology into the construction of police law enforcement standardization organically,and realize the leapfrog improvement of law enforcement standardization level through the two-wheel drive of technology and system has become an important subject to be explored and studied urgently.This study adopts literature research method,field investigation method,case analysis and other research methods.Combined with basic theories such as business process re-engineering theory,information asymmetry theory and integral governance theory,this paper focuses on the necessity and feasibility of using modern information technology to promote the standardization construction of public security law enforcement under the background of intelligent policing.At the same time,the thesis takes “Case Processing Center” as a supporting case,and through specific scenes,describes and analyzes the process of information technology’s role in improving law enforcement standardization.The research conclusions of this paper include: 1.Modern information technology represented by big data and artificial intelligence,as a technical tool of modern governance,can support the re-engineering of law enforcement business process,force the integration of law enforcement resources,eliminate information asymmetry,make up for human limitation,and solve the traditional dilemma of police law enforcement standardization construction;2.With the help of modern information technology,the law enforcement case handling management center has realized the all-around construction of law enforcement case handling,law enforcement supervision,law enforcement guarantee and other elements covered by law enforcement standardization.It greatly promotes the standardization level of law enforcement and is the concentrated presentation of the deep integration of modern information technology and the standardization construction of law enforcement under the background of intelligent policing.3.The duality of technology indicates that information technology is only a necessary but not a sufficient condition to promote the standardization of law enforcement.Although the law enforcement case handling management center has achieved good results,there are still some problems due to the complexity of the interaction between technology and system,especially the subject of action.To further promote the standardization of public security law enforcement under the background of intelligent policing can be started from the following aspects:Strengthen the top-level design planning and form the globe thinking;strengthen the building of law enforcement bodies and build a new type of intelligent law enforcement contingent;Improve the relevant legal system to provide space for the application of technology;adjust the internal supervision system and increase the participation of external supervision;improve the level of application intelligence and strengthen information security.
