Study On The Evolution Process And Resolution Of Network Mass Incidents

At present,China is in a period of historical convergence of two centenary goals.Coupled with COVID-19 pandemic disease,the Sino-US trade conflict and other factors,the contradiction between the people’s need for a better life and the unbalanced and insufficient development has intensified.The risks of conflicts continue to accumulate,and unstable factors affecting social order continue to increase.Under the catalysis of the rapid development of Internet technology and big data,the conflict events that occurred in reality broke out in the form of online public opinion under unpredictable circumstances--Network mass incidents.Due to the characteristics of the Internet,such as fast dissemination and convenient use,network mass incidents are always in the process of development and evolution,and the energy generated by their outbreaks may even threaten the harmony and stability of the real society.The government plays a crucial role in the process of managing network mass incidents.Once handled improperly,it will easily lead to the dissatisfaction of the masses with the government,thereby reducing the government’s credibility and intensifying conflicts.This paper selects the typical case of "Chongqing Hat Sister Event",and uses the Coser social conflict theory and empathy theory to analyze several types of factors that are necessary for the occurrence of conflict during the development and evolution of this network mass incident.The node thus focuses on analyzing the evolution process of network mass incidents,obtains the reasons for the occurrence of the incident,and provides corresponding countermeasures and suggestions for the government to prevent and deal with network mass incidents on this basis.This paper analyzes and researches network mass incidents from five aspects.First,by collecting and sorting out the relevant research progress of scholars at home and abroad,selecting a number of network mass incidents that have occurred in China in recent years,and comprehensively expounding the concept of network mass incidents and its four characteristics and four factors.At the same time,selected "Hat Sister" event is briefly summarized according to the chronological development order;Secondly,through the accumulation in work,daily information increments,daily Weibo hot search rankings,related topic readings and other data combined with the entire incident process to play a prominent role People and things,Comprehensively analyze the event from the whole stage of occurrence,evolution and calming;Thirdly,synthesizing the above analysis of the evolution process of incident,it is concluded that officials’ sensitivity and confidentiality awareness are not strong,the government’s improper response and lack of linkage are the main problems in the government’s disposal process.The imperfection of laws and regulations provides an opportunity for the negative impact of network mass incidents;Finally,the paper provides reference suggestions for the government to govern the network mass incidents from three aspects:improving the awareness of early warning and prevention,improving laws and regulations,and build the government emergency response mechanism.
