Currently,with our nation’s social and economic development entering a new phase,industrial transformation,scientific and technological innovation,improving the people’s livelihood gradually become the focus of the government’s work.In order to adapt to the situation,the majority of civil servants should be bold,actively devote themselves to the cause of social and economic reform and development,and solve the problems of public administration encountered in the government transformation.However,some public officials have insufficient responsibility in their work.To address this issue,the Chinese government proposes the establishment of an incentive mechanism as well as a fault-tolerant and error-correcting mechanism,aiming at encouraging grassroots civil servants to take the initiative,make bold innovations and assume responsibilities.In other words,by creating a good atmosphere for organizational error management,grassroots civil servants can be motivated to work actively and improve the phenomenon of inaction and lack of responsibility.Theoretically speaking,organizational error management atmosphere has a positive impact on individual work performance and innovation behavior.The mechanism of the organizational error-management climate on the on-the-job behavior of grassroots public sector officials,however,remains to be tested further.Based on the theory of ternary interaction decision and self-determination,this thesis discusses the influence mechanism of organizational error management climate on the on-the-job behavior of grassroots civil servants,in order to stimulate the entrepreneurial vitality of grassroots civil servants continuously.Firstly,this thesis analyzes the background meaning of the current grassroots civil servant’s on-the-job behavior.The key concepts are defined and relevant theories are elaborated through literature review.This study constructed a research model of organizational error management climate,public service motivation,on-the-job behavior and personality traits.Secondly,with 358 grassroots civil servants as samples,the study collected relevant data by questionnaire survey method,and conducted descriptive statistical analysis,regression analysis,mediation effect analysis and moderating effect analysis by SPSS26.0.Finally,the following conclusions were drawn:(1)The organizational error management atmosphere has a significant impact on the on-the-job behavior of grassroots civil servants,which positively affects the positive work behavior and negatively affects the withdrawal work behavior.(2)Public service motivation plays an intermediary role in the organizational error management atmosphere and the mechanism of in-service behavior of grassroots civil servants.(3)Personality traits moderated the relationship between civil service motivation and workplace behaviour,and the higher the level of conscientiousness and openness of grassroots civil servants,the stronger the positive effect of public service motivation on on-the-job positive work behavior;The higher the level of extroversion of grassroots civil servants,the stronger the negative effect of public service motivation on on-the-job behavior withdrawal behavior.In conclusion,on the basis of the above empirical research,this thesis advances scientific suggestions for management: first,to create an error management atmosphere within the public sector.Second,pay attention to the cultivation of grassroots civil servants’ motivation for public service.Select public servants with high public service motivation,and pay attention to stimulating,cultivating,and maintaining the public service motivation of popular officials.Thirdly,pay attention to the evaluation of the personality traits of grassroots civil servants,select the personnel with high degree of externality,conscientiousness and openness through personality measurement tools,and bring their personal qualities into the scope of training and assessment.
