Research On Urban Community Governance Under The Cooperation With Community,Social Organizations And Social Workers

The government-led single-entity governance mode have no longer met the requirements of the current era anymore.It has become the choice of the times to jointly build a modern society by multiple subjects with government,social coordination,and public participation.Therefore,it is of great significance to explore the governance model of the cooperation with community,social organizations and social workers,to promote the development of urban community governance.This article takes the T community as an example,which was the first professional social work organization in Yangjiang City to explore the cooperation mode of community,social organizations and social workers.Through literature review and interviews,this paper reviews the governance problems of T community under the traditional mode,and focus on discussing the governance subject and governance methods of the T community after the intervention of the new model.Through the research,it is found that the main multiple subjects of urban community governance under the new mode is diversified.Community neighborhood committees,social organizations,and social workers are the main subjects of community governance.In cooperation,the community neighborhood committee is an important platform,social organizations are the important link,and social workers are the leading force,and they have roles positioning.Through organic coordination,interaction and cooperation,the three achieve diversified governance.The means of community governance are diversified.Through innovative governance methods such as market means,organizational methods,and legal approaches,we can optimize the supply of community public services,reduce the burden of community government affairs,improve the efficiency of community governance,and enable it to achieve real autonomy.In addition,this article sorts out the problems that existed in the cooperation of community neighborhood committees,social organizations and social workers in the T community.These problems included not only common problems in other regions,but also local implementation difficulties,such as the effectiveness dilemma of the subject,the support dilemma of local policies,and the limitation dilemma of regional culture.Based on the local reality,this article proposes some countermeasures to improve the service capabilities of the “triple” subject,increase local government support,remove local cultural constraints,and increase resource integration,hoping to provide reference for similar regions and provide practical and theoretical reference for the construction of modern social governance system.
