| The Opium War opened the prelude to modern Chinese history.The drug problem represented by opium has been repeatedly prohibited since the late Qing Dynasty,causing enormous losses and suffering to the country,society,and people.Throughout the development of modern history,the Qing government,the Nanjing interim government,the Beiyang government,and the Nanjing National Government all took drug control as an important part of government work.Since the establishment of the Nanjing National Government,attention has been paid to the issue of tobacco and drugs.After several adjustments in tobacco and drug policies,drug control legislative activities have also developed,reflecting the phased characteristics of drug and tobacco control work.It is a microcosm of the struggle between the Nanjing National Government and the public against tobacco and drugs,and is one of the valuable experiences of modern drug control experience.This article takes the late period of 1940-1949 of the Nanjing National Government as the research time,which was the "cleanup and rehabilitation period" of the Nanjing National Government’s smoking and drug prohibition.This article mainly discusses the changes in drug control policies of the Nanjing National Government at different stages,as well as the system,content,and effectiveness of anti smoking legislation during the period of cleaning up the aftermath.The article is divided into five parts.The first chapter discusses the tobacco and drug prohibition legislation in the early and middle stages of the National Government period,and analyzes the changes in tobacco and drug prohibition policies and the development of legislation.The second chapter discusses the general situation of drug control legislation during the period of eliminating the aftermath of the Qing Dynasty from both the legislative guidelines and the legislative system,in which the core legal documents of drug control legislation and their revision process are introduced.The third chapter discusses the specific legislation during the period of eliminating the aftermath of the Qing Dynasty,focusing on different departments of drug control law and legal documents,and analyzes the overall drug control work at that time by dividing it into central and local legislation.The fourth chapter discusses the achievements made in the work of eliminating tobacco and drug abuse during the period of eliminating the aftermath.While affirming the positive results of the work,it analyzes the problems and causes that occurred in the work of eliminating tobacco and drug abuse during this period.The fifth chapter analyzes the overall characteristics and limitations of drug control legislation during the period of eliminating the aftermath,and discusses its reference value for current drug control work.This article analyzes the legislation of the Nanjing National Government during the period of anti smoking and elimination,studies the formulation and modification of anti drug laws,summarizes the specific content of various anti drug legislation,and conducts research and analysis based on the effectiveness of the anti drug work at that time.History has proven that the Nanjing National Government’s task of eliminating tobacco and drugs was generally unsuccessful.Although the Nanjing National Government has continuously improved its drug control legislation,it has formed a set of operational drug control laws.However,due to the continuous wars in the late period of the Nanjing National Government,coupled with economic decline,government corruption,and other reasons,there is a lack of good connection and coordination between drug control legislation,law enforcement,and justice.Legislative achievements cannot make up for many problems exposed in social practice.However,the positive attitude taken by the government to prohibit smoking and drugs during the period of eliminating the aftermath,as well as the further refinement and improvement of the legislative content and system,can also be regarded as a significant progress in the process of drug control by the Nanjing National Government. |
