On The Relations Between Grass-roots Government And Citizens In Perspective Of Service-oriented Government

Relations between government and citizens is a basic and important political relationship that cannot be ignored.It is also an important research topic in the field of public relations,especially the government public relations.Constructing a new and harmonious relations between government and citizens has always been an important goal in the process of building the service-oriented government in China.In recent years,targeted poverty alleviation has been widely concerned by the society,and in this work,the grass-roots government and its staff have the closest contact and the most direct interaction with the citizens.So relations between government and citizens in the process of targeted poverty alleviation is also the most complex,which needs to be properly managed and coordinated.Therefore,the purpose of this research is to study the management of relations between grass-roots government and citizens in targeted poverty alleviation from the perspective of service-oriented government.It can not only enrich the content of government public relations and relationship management to a certain extent,but also provide some practical guidance suggestions for grass-roots government to build good government-citizen relationship and create a better image.Under the perspective of service-oriented government,based on the theory of relationship management,and take case study,questionnaire survey and interview as research methods,this study discusses the current situation of the grass-roots government-citizen relationship in the targeted poverty alleviation work in L County which is a state-supported poverty-stricken county of Jiangxi province.The main conclusions are as follows.According to the theory of relationship management,relations between grass-roots government and citizens can be mainly divided into five dimensions: Demands,Common Interests,Communication,Trust and Collaboration.By comparing these five dimensions and combining with the survey data,we can find that the grass-roots government-citizen relationship in the targeted poverty alleviation is relatively harmonious and close in general;specifically,the people have a high satisfaction with the grass-roots government and the targeted poverty alleviation work,the actual interests of people are basically satisfied,the credibility of the grass-roots government is higher overall,and the communication,interaction and collaboration between government and citizens are generally effective.However,there are still some disharmonious phenomena,including the disparity between the satisfaction of poor and non-poor households,the public trust of grass-roots government has been some damaged,and some conflicts between government and citizens.The main reasons for those problems are the unbalanced input to “poor” and “non-poor”,the inadequacies of grass-roots government's working mechanism and supervision system,and the wrong ideological understanding of some grass-roots government staffs and the people.Therefore,this study believes that grass-roots governments should adhere to the core values of service-oriented government,take the people as the center and serve the people,then constantly eliminate the disharmonious factors between the government and the people by enhancing the credibility of the grass-roots government,improving the communication,interaction and collaboration between government and people,and strengthening the integration of relations,so as to develop and optimize the grass-roots government-citizen relationship.
