Research On The Grass-roots Civil Agency System From The Perspective Of Service-oriented Government

The report of the 19th National Congress pointed out that the public service system should be improved to ensure the basic livelihood of the people and meet the People's ever-increasing needs for a better life.We should transform the functions of the government,deepen the "supervision service",innovate the ways of supervision,strengthen the government's credibility and executive power,and build a service-oriented government that the people are satisfied with.In 2018,the central government's No.1 document still focused on the issues concerning agriculture,rural areas and farmers,putting forward a strategy for rural revitalization,comprehensively deepening rural reform,carrying out agricultural supply-side structural reform,and improving rural people's livelihood.Rural incomes continued to grow.Based on the theory of service-oriented government,this paper studies the grass-roots Civil Agency system by interview,Case Analysis and questionnaire,and provides theoretical guidance and source for the construction of the grass-roots civil agency system.This paper expounds the origin,basic connotation of the theory of service-oriented government and its practical application in the construction of the agency system,and introduces the real case of the civil agency system of "Lianxin Express" in Yongfeng County,including the background,operation mode,effectiveness and experience of the Civil Agency system of "Lianxin Express" in Yongfeng County,the paper introduces the practice of the civil agency system of"Lianxin Express",this paper finds out the problems existing in the practice of the grass-roots civil agency system from four aspects of the structure of human resources,the construction of standardized procedures,the supporting facilities of the agency system,and the effectiveness of the agency system,and then analyzes the reasons that restrict the effect of the grass-roots civil agency system,then it puts forward some countermeasures and suggestions to improve the operation of the Public Service Agency system at the grass-roots level from optimizing the agency team,integrating and standardizing the public service,perfecting the public service supporting,and promoting the level of the public service agency,therefore,the grass-roots government in the implementation of the civil agency system has a certain degree of Operability,reference.
