Industrial cluster is a phenomenon produced in the process of industrialization,which can make the optimal distribution of resources and the maximum concentration of production factors,which is a powerful measure to improve regional comprehensive competitiveness and promote sustained and rapid regional economic and social development.In recent years,local governments have paid more attention to the development of industrial clusters,hoping to take this as an opportunity to improve the overall economic level and industry competitiveness of the region.The forest processing industry in Cao County has obvious cluster development characteristics,it has constituted a "one park,two cores,multiple districts" industrial agglomeration model,in recent years,the Cao County Party Committee and the county government have been focusing on the forest processing industry.Placed prominently.Through field investigation,although the wood processing industry in Cao County has become a scale,there are still problems such as low industrial grade,shortage of security factors such as forest resources,land and skilled workers,and local governments have insufficient guidance,imperfect service facilities,and lagging concepts in the development of industrial clusters.Then,how to adjust and maximize the role of the government in the forest industry cluster is an urgent problem to be studied and solved in reality.Based on the research method of case analysis based on the "diamond model" of Porter and the theory of new public services,this project intends to take the forestry industry agglomeration in Cao County as the starting point,and take this as the starting point,explore the role and role of local governments in promoting forestry industry agglomeration through the research on the development status of forestry industry agglomeration in Cao County,and then deeply analyze the problems arising in the development of forestry industry agglomeration in China,and give corresponding countermeasures.Firstly,the government factors are included in the "diamond" model,and it is believed that local governments can play four systemic roles in the development of industrial clusters by influencing the four factors of demand,production factors,related supporting industries and enterprise strategies,structure and competition,so as to identify industrial positioning,gather resource factors,improve industrial chains,and build industrial organization models.Secondly,taking the development of forest industry cluster in Cao County as an example,the functions played by local governments in the process of industrial cluster development are analyzed,the policies and practices of local governments to promote the development of forest industry clusters are summarized and sorted out,and some problems faced by the Cao County government in the development of forest industry clusters are discussed,such as: unreasonable guidance of development planning,insufficient investment in park facilities,poor implementation of support policies,insufficient brand building,etc.,from the management system,public service platform,From several perspectives such as service concept,these problems are analyzed.On this basis,this paper gives general countermeasures and suggestions for the functional role of local governments in the development of industrial clusters from four perspectives,such as government function positioning,system planning and guidance,optimizing public service supply,and improving the construction of industrial parks.
