Research On The Cluster Industry Micromechanism Andthe Role Of County Government

As the primary component and strategic cornerstone of national economy,county economy plays an important role in the economic development of every province.It is quite possible that the comprehensive constructing well-being will be impeded if the county economy is recessionary and the wealth of public is not guaranteed.At present,many problems and troubles exist in county economy,such as the large gap between the developed areas and the developing ones,the economic unbalance in regional development,the irrational industrial structures and the low industrialization process.Factors of production,especially,the high-end productive factors and high-tech industries are in short supply.Finding out an efficient way to change the old economic structure and speeding up county economy is not only the historical responsibility of national economic theorists,but also the sacred mission of local government.In decades,the cluster development bother from China and other countries,has showed their excellent achievement to the world.They promote the economic development of related zones and become a remarkable economic phenomenon.Therefore,they are drawing many government decision makers and economic theorists' attention.Under the background of the economic globalization,knowledge-based economic explosion and stable development of national economy,most counties are facing low development and industry adjustment troubles due to the imperfect market mechanism,weak competitive force of productive factors and the short of science and technology talents.If county governments seize every chance to takes measures to local conditions,make scientific planning and optimize the structure of local industry,the industrial cluster mechanism will be introduced and the characteristic industry model will be formed.In this way,the problems of county development will be solved and the county economic will rise sharply.At first,the related research achievement of industry cluster development both in China and other countries is reviewed in this thesis.After summarizing and analyzing successful examples,the thesis goes to discuss the cluster industry micromechanism and the function of local government,and make a conclusion that the government functions in the formation of cluster industry and the process of it.Besides,it is pointed that the local government plays an important part in executing industry cluster policy and performing government functions.Secondly,based on the investigation of powerequipment industry cluster and the analysis of its history,current situation,existing problems and government functions,it is further proved that the government play the primary and important role in the beginning and the development of industry cluster.The specific measures of optimizing Chongren power equipment industry cluster are suggested as well.At last,thanks to the theoretical and empirical analysis,the thesis points out that county government should pays attention to some issues in the function of industry cluster's development,and gives suggestion on promoting industry development in terms of Jiangxi government and Chongren government.
