The report of the 20 th Party Congress specifically emphasizes the need to comprehensively promote the revitalization of the countryside,strictly adhere to the priority of agricultural and rural development and expedite the advancement of building a strong agricultural nation.It is now of utmost importance to propel the balanced development of rural areas under the Rural Revitalization strategy.The Rural Revitalization strategy necessitates a balanced progress of rural areas,so the Party and the State,taking this opportunity,have designated competent officials to go to the grassroots level of rural areas to guide and motivate the people in achieving a better quality of life for everyone.This action is a crucial endeavor initiated by the Party Central Committee for the purpose of executing the rural renewal plan and ensuring the success of the combat against poverty.On May 11,2021,the General Office of the CPC Central Committee issued the Opinions on Continuously Selecting and Assigning Village First Secretaries and Task Forces to Key Villages,stressing the necessity to provide strong organizational guarantee and cadres and talents support to advance rural revitalization and sustain the effects of poverty alleviation.As the frontline soldiers of rural revitalization,the cadres in villages are responsible for building strong village party organizations,promoting strong villages to enrich the people,improving the level of governance and providing services to the people,consolidating the results of poverty eradication and carrying out and promoting specific measures and projects of rural revitalization,and their competence has a very important impact.In this paper,guided by the competence theory of resident cadres,we use various research methods,such as literature method,behavioral interview method,questionnaire method and statistical analysis method,mainly based on the survey data of resident cadres in S County,Zhaotong City,Yunnan Province,to identify critical behaviors,refine the competency criteria items of resident cadres,construct the resident cadres’ competency model,and carry out empirical tests through SPSS.26,and finally conclude that The competency of resident cadres can be divided into three dimensions: business operation ability,grassroots working ability,and professional character,containing 23 competency elements in total.According to the results of the analysis,the competency of resident cadres is in the middle to upper level,with the scores of the three factors ranging from 4.213 to 4.315,which is in the middle to upper level;the score of the factor of grassroots working ability is significantly higher than the other two factors,which shows that the grassroots working ability of resident cadres is relatively strong.In terms of specific factor entries,the current scores on the factors of communication and coordination ability,emergency handling ability,problem solving ability,learning ability,organizational planning ability,career orientation and overall situation awareness of the resident cadres are still low;from the overall factors,the scores of about one-third of the research subjects in each factor are at the lower middle level.The paper also compares the competency level of resident cadres in six categories: position,gender,age,administrative level,work in the village,years of experience,and political outlook,respectively,and the comparison results show that there are different differences in some factors and entries of resident cadres in different categories.Combined with the field research,the current problems in S County,Zhaotong City,Yunnan Province were derived,and certain deficiencies in the selection,training mechanism,assessment and care mechanism and other aspects of the resident cadres were analyzed.In the comprehensive study and judgment of the current situation of the competency of resident cadres in S County,Zhaotong City,Yunnan Province.This paper therefore provides three suggestions on improving the competency of resident cadres,along with the competency model of resident cadres derived from this paper.First,in terms of updating the concept,activating the inner motivation of resident cadres to enhance their competence,requiring them to stimulate learning motivation,internalize service consciousness,and enhance responsibility;second,in terms of improving system construction,it is suggested to improve the selection system,training system,and cultivation system of resident cadres.The second is to improve the system construction,suggesting that the three system system levels of selection system,training system,assessment,incentive and care system of resident cadres should provide important guarantee for the enhancement of the competence of resident cadres;the third is reinforcing the implementation and grasping the critical link of enhancing resident cadres’ competency,requiring the reinforcement of practice to augment the action capacity of sustained innovation and creation,reinforcing the mission-oriented education and taking the part of exemplary demonstration.
