After McClelland bought up the concept of competence In the 1970s, many theory and application related competence became populate in western countries The application of many famous company and public administration field showed that the human resource system which base on competence can obviously improve the quality of the human resource, increase the competitiveness of the organization, and promote the success of the organization.The Party and govenmental officers of the towns are the advertisers of the policy, the link between the mass and the government, the leader of developing the economic, the Core strength to promote all-round development and progress of the towns. So they become the key factor to achieve the objection of balance urban and rural development in Chongqing. It is necessary to construct the Competency Model and the human resource systems of the Party and govemmental officers of Chongqing towns to select, appoint and incent the cadres effectively.This research takes the Party and govemmental officers from the towns and townships of Chongqing as its subjects. The research connects theory with practice. The study can be divided into three parties: The first part is the theoretical overview of the article. Based on the theories about competences, this research summarize the origins, definitions, achievements and the research approaches on competence at home and abroad. The second part is constructing a theoretical competency model. Based on the theoretical overview of the competence and the cadres of the town in Chongqing ,with the method of behavior event interview ,the research explores the job competences and designs competence theoretical model of Party and govemental officers from the towns and townships of Chongqing .The third part is checking and amending the theoretical competency model. Based on the Competency form the result of the of behavior event interview, the research design a questionnaire to collect Competency information. After factor analysis and Pearson Correlation Analysis of the data colleting from the questionnaire, finally, we get the competency model of the Party and Governmental Officers from the towns and townships of Chongqing. The result indicates that four categories and twelve items factors constitute the Competency model of government officers from the towns and townships of Chongqing, which are: 1. knowledge dimension: The theoretical knowledge and political knowledge, Economic management knowledge;2. Management capacity dimension: planning and organization ability, Scientific decision-making ability, communication and coordination ability;3.Professional ability dimensions:Research ability, Job skills ,strategy, publication and planning skills, learning ability;4. The quality and values dimension: Professional ethics, Psychological adjustment ability, achievement orientation. The fourth part is constructing the human resource systems of the Party and govenmental officers of the towns which based on the competence model.The study can provide reference for the selection, training and development, incentive, performance evaluation, Compensation and career management of the Party and govenmental officers of the towns in Chongqing.
