Research On The Work Practice Of Village Cadres Under The Background Of Rural Revitalization

Abstract/Summary:
As a policy tool for our party and government to complete the rural work task in a specific period,the village work system has certain Chinese characteristics and unique governance effect.In the context of the current implementation of the Rural Revitalization Strategy,the cadres stationed in the village are "embedded" into the village as an external help force to help the village achieve comprehensive revitalization.This study takes the work practice of village cadres in the context of Rural Revitalization as the research theme.Through the literature analysis of the National Rural Revitalization Strategy,the relevant documents and materials of central and local selecting village cadres,as well as the interviews with village cadres,village committee cadres and villagers in four administrative villages in T Township,Xinghe County,Wulanchabu City,Inner Mongolia Autonomous Region,understand the role of village cadres as the main body of action in the interaction with their management and assessment units and villages,the existing work difficulties and reasons,and countermeasures,and put forward improvement suggestions at the institutional level,so as to lay the foundation for better solving the "three rural" problems and promoting the revitalization of villages and towns in the new era.In the research conclusion,the role of village cadres in the village is limited,and there is still a big gap from the national requirements for village cadres to promote rural revitalization and the expectations of their villages.It is the multiple difficulties faced by village cadres,such as "high pressure of management assessment","difficult work itself","difficulties in village integration" and the difficulties in life brought by village work,that affect their work development and efficiency.Related to the special identity of village cadres are "the conflict between the bureaucratic operation mode and the rural work mode","the conflict between the identity of outsiders of village cadres and the closure of rural society","the conflict between national governance and villagers’ autonomy".These three pairs of conflicts can be used as an explanation of the plight of village cadres.In the face of work difficulties,village cadres often use work strategies such as seeking foreign aid,daily accumulation,"threat and intimidation",building "network" and "opportunism" to obtain "living space".In addition,they also need to be selected "accurately",help integrate,strengthen training,improve ability,give full support,pay attention to incentive,manage flexibly,allow "flexibility",avoid "form",conduct reasonable assessment,to improve the village cadre system.
