Research On Rural Tourism Development Under The Guidance Of The Government In Qixing Town,Xundian County

To rejuvenate the nation,rural areas must be revitalized,so we must put the issues concerning agriculture,rural areas and farmers before us.By 2022,the CPC Central Committee and The State Council have issued 19 No.1 documents of the Central Committee,giving comprehensive guidance to the work concerning agriculture,rural areas and farmers.In January 2015,Several Opinions on Promoting the Reform and Development of Tourism were issued.Several Opinions on Implementing the New Development Concept,Speeding up Agricultural Modernization and Realizing the Goal of an All-round Well-off Society.In the document released in 2016,it once again emphasizes the development of rural sightseeing and leisure farms,strengthening the protection of rural ecology and cultural heritage,and developing characteristic landscape tourism towns and villages with historical memory,regional characteristics and ethnic customs.We will build charming villages with one scene,one beauty and one charm,and forest scenic spots suitable for tourism and maintenance.According to specific conditions of different regions,we will develop rural leisure and vacation products such as leisure farms,characteristic homestays,rural hotels,self-driving camping and outdoor sports in a planned way.In November 2021,the Ministry of Agriculture and Rural Affairs issued the Guiding Opinions on Expanding Multiple Functions of Agriculture and Promoting High-quality Development of Rural Industries.It pointed out that rural tourism should make full use of the link in the vertical integration of agriculture and cultural tourism,take farmers and rural collective economic organizations as the main body,cooperate with business entities such as large agricultural enterprises and cultural tourism enterprises,and vigorously promote "leisure agriculture +".Highlight the features of clear water and green mountains,do bright ecological pastoral background,keep the "old spirit" of the countryside,keep the characteristics of the countryside,radiate the "vitality" of farmers,integrate into the "vigor" of The Times.Thus,the rural tourism in the wealth of the people important position is gradually showing,and in today’s rising living standards in our country,the process of urbanization is accelerating,and the consumption structure is continuously optimized,rural tourism has gradually formed a new consumption demand,tourism demand is diversified,diversified and characteristic.The demand for characteristic rural tourism,rural leisure,rural folk culture experience,agricultural science popularization and tourism products with strong participation is increasingly strong.In this situation,rural tourism is heating up rapidly,and the combination of rural and suburban areas has become the main place for urban residents to travel.Qixing Town in Xundian County has its unique location,resources and ecological advantages transformed into development efficiency.Rural tourism development will effectively promote the new rural construction and new urbanization development of Qixing Town in Xundian County.Through the construction of new countryside and new urbanization,we can provide supporting infrastructure for the development of rural tourism,and strengthen the momentum and power for the construction of new countryside,so as to realize the interaction and win-win situation between the two.In the process of rural tourism development,the local government leads the planning,guides the development,standardizes the management and coordinates the service,drives the employment,increases the farmer’s income,improves the rural industrial structure,improves the rural environment,and builds the new countryside.Qixing Town has successfully transformed from a poor town to a characteristic tourism town,and has become the pilot of the implementation of the rural revitalization strategy in Xundian County.From the perspective of stakeholders,this paper makes a comprehensive analysis of the rural tourism development of Qixing Town in Xundian County,seeking a sustainable,distinctive and differentiated rural tourism development path,striving to build a demonstration town of rural revitalization and a high-quality tourism "star" city.Based on the theory of public goods,stakeholder theory and sustainable development theory,this paper analyzes five stakeholders of rural tourism development,namely local government,development enterprises,local villagers,professional cooperatives and tourists,so as to understand the status quo of rural tourism development in Qixing Town of Xundian County,the demands of stakeholders,contradictions and conflicts,and the main existing problems.In order to achieve sustainable development,it is necessary to plan,coordinate and guide tourism development by government agencies with public power,and give corresponding policies and measures on how to promote the sustainable development of rural tourism.In this paper,starting from the three perspectives of government leadership,stakeholders and rural tourism development,this paper summarizes the research through questionnaires,literature research,interviews and other methods,trying to form a set of relatively complete research framework.The second part,the basic concept of research general.The third part,taking Qixing Town of Xundian County as a case,introduces the status quo,main practices and achievements of rural tourism development in Qixing Town of Xundian County,and systematically analyzes the local government,professional cooperatives,development enterprises,local villagers and tourists as well as their interest demands,contradictions and conflicts.The fourth part analyzes the problems facing the rural tourism development in Qixing Town of Xundian County and analyzes the reasons.Finally,from the local government,development enterprises,professional cooperatives,local villagers and tourists,the five stakeholders are further proposed to improve the rural tourism development measures in Qixing Town of Xundian County.
