Study On The Placement And Education Of Released Prisoners In Urban Areas Of Jincheng City

Since the 19 th National Congress,the central leading comrades pointed out that social contradictions are intertwined,and the task of comprehensive rule of law is heavy,in order to give full play to the function of judicial administration,led by party committees and governments at all levels,relying on all relevant departments and social forces to carry out non-compulsory guidance,support and education for released prisoners,namely,resettlement and reeducation.The Ministry of Justice has issued the Opinions on Strengthening the Relief and Management of Released Prisoners and the Opinions on Further Strengthening the Work of Placing and Supporting Released Prisoners,and the Department of Justice of Shanxi Province issued the Measures for Placing and Supporting Released Prisoners in Shanxi Province(for Trial Implementation)in 2021,and the system of systems related to placing and supporting rehabilitated persons has been developed,but the actual effect of placing and supporting rehabilitated persons at the grassroots level is still less than ideal.The report of the 20 th Party Congress proposed that the rule of law must better play a fundamental,stable and long-term guarantee role and transform government functions,which is of great significance to accelerate the construction of a socialist state under the rule of law.In this context,in order to make grassroots resettlement and rehabilitation play a greater energy,so that the society is more harmonious and stable,this paper has studied how to improve grassroots resettlement and rehabilitation.This paper is based on the theme of improving the resettlement and rehabilitation of released prisoners in the urban area of Jincheng City,using the theory of social integration and the theory of protection of ex-prisoners to guide the practice,and reflecting on the improvement initiatives of grassroots resettlement and rehabilitation to provide a reference direction for strengthening the research of this topic.This paper firstly understands and analyzes the background and theoretical basis of the study through literature research method,takes the resettlement help in the urban area of Jincheng City as the research object through case study method,investigates the resettlement help base model,and also investigates the resettlement help of the staff and subjects of the judicial office in the urban area of Jincheng City through questionnaire survey,and analyzes the current situation of the resettlement help in the urban area of Jincheng City.The results of the analysis show that there are problems such as unsound legal protection,inflexible working mechanism,low social recognition,imperfect guarantee mechanism,and poor coordination and operation,which are mainly caused by the following reasons: the top-level design of resettlement and rehabilitation work lags behind the legal provisions,the mechanisms are not highly targeted and low utilization of resources,the single form of base construction is not in place,insufficient financial investment,high mobility of personnel,and poor collaboration between units.In order to improve the effectiveness of resettlement and rehabilitation of released prisoners at the grassroots level in China,this paper,based on the problems and causes of resettlement and rehabilitation in the urban area of Jincheng City,puts forward suggestions for improvement in terms of formulating special laws and regulations,establishing a sound mechanism for resettlement and rehabilitation,innovating the form and base model of resettlement and rehabilitation,improving financial guarantee and strengthening team construction,and integrating social resources to broaden the channels for resettlement and rehabilitation,with a view to improving the resettlement and rehabilitation system,giving full play to the role of resettlement and rehabilitation of released prisoners,and ultimately promoting a harmonious and stable social environment.
