The Research Of Ngo-government Collaborations In Education And Resettlement Work

This thesis analyzed the coopration between the Government orgnizations and the Non-governmental in the mode of education and resettlement work in Jing'an District, and studied interaction relationship between them. First, the thesis cleared the purpose, meaning, based on the theory and methods; the importance of developing education and resettlement working for the released prisoners and persons placement in Shanghai; introduced their respective roles in coopration between the Government and the Non-governmental Organizations. The thesis also elaborated education and resettlement mode in Jingan District; revealed the problems; and at last, proposed the suggestion and solution to the problems.The government improved the mechanism, improved supervision and management and the quality of correction, effectively reduced the offense or crime, maintained social stability. To Non-governmental Organizations, Xinhang social work station provided services by the Government buying project, it made the resettlement assistance and education work more professional. And other social organizations, volunteer associations to social forces on special groups, various forms of aid, are very useful complement to government, Non-governmental Organizations have already got the public's understanding and support.This theis described the mode of education and resettlement working in Jing'an District between the Government and NGOs. Firstly, the Government cultivated and strengthened social assistance and education volunteers, placement assistance and education to become the main force. Making a clear position to he education and resettlement activities of social organizations. Focusing on standardized operation, and gradually form a systematic, institutionalized, normalized working mechanism of education and resettlement working. Secondly, working between the government and NGOs have changed the mode of social education and resettlement working.innovating the platform and expanding to promote education in caring the families which had the special persons. Thirdly, the government guided and supported intervention to resolve social conflicts, played an important role of social organizations holding stability. The work of the establishment of specialized institutions to resolve conflicts and work systems. Fourthly, they explored and practiced of participation in social governance, social organizations, to further expand services. Socal organizations undertook the functions of the government support, made the effective strength of social governance. NGOs Output the experiece inparticipatinge in social management and expanded the influence of social brand.From the mode the thesis proposed the following problems: the government must improve the trust to the NGOs which involved in government education and resettlement, NGOs need to be mor effective. The government and NGOs need to sustainable development mechanism to be interactive and detailed planning. And the causes of these problems is explained. Government level: the deviation of understanding has not yet resulted in the formation of the government and NGOs the concept of joint governance. Non-government level: the lack of ability to cause NGOs to carry out mutual cooperation with the government is often beyond their abilities. Cooperation level: NGOs and the government has not yet formed long-term mechanism for cooperation and interaction.Despiting the shortcomings mentioned above, the government and NGOs are trying to make the positive interaction and cooperation, after all, have taken a valuable first step. This placement assistance and education in the Jing'an District mode, both the government and NGOs are playing their respective roles based on their functions, but also collaborating with each other in the common practice of the transaction to be reflected. For the future, both the government and NGOs working in the resettlement assistance and education or other public welfare undertakings of the cooperative interaction is optimistic about this, of course, trusting each other and working together are essential. Government level: they should change their functions, the introduction of measures to build trust mechanism, creating of a good social environment. The level of NGOs: they should enhance themselves, increas capacity, strengthen standardization, special construction.This thesis argues that the characteristics of the decision of the members of this community increasing with the times. It is impossible to complete the management of social activities merely by only one part. We need the government's collaboration with NGOs, which of course also include social, public, business co-participation. The thesis is based on management theory, on cooperation and joint participation in social networks means for government to interact with NGOs typical pattern.
