| As a new type of business,online taxi booking fully integrates idle vehicles in society and alleviates the pressure of passengers "taxi difficulty".Online car appointment has created huge social benefits,but it is accompanied by the "dilemma" of government regulation.After sorting out and analyzing the relevant documents and data on the regulation of online car rental,it can be seen that in recent years,Chinese scholars have not conducted comprehensive and in-depth research and analysis around the government regulation of online car rental,and most of them focus on the analysis of laws and regulations on online car rental.There is no multi-dimensional exploration and analysis of the deficiencies in government safety supervision of ride hailing in various regions,addressing the current main issues in government safety supervision of ride hailing.As a provincial capital city,Jinan has a permanent population of approximately 9.33 million people.Due to the incomplete coverage of the subway transportation network,ride hailing has become an indispensable means of daily travel for residents.Studying the development process and regulatory research of ride hailing in Jinan has strong reference significance for other cities in the province.This article applies public goods theory,sharing economy theory,and collaborative governance theory,and applies literature research,questionnaire survey,and case analysis methods to address the issues of asymmetric travel demand information,reliance on traditional single regulatory paths,excessive intervention affecting autonomous regulation,and lagging administrative regulations under big data in the regulation of ride hailing in Jinan.It points out that the regulatory mechanism needs to be improved,and there is insufficient innovation in regulatory methods The regulatory procedures are too complex,and the policy construction lags behind.Furthermore,five optimization paths were proposed: shaping a benign competitive regulatory environment,improving the regulatory methods of ride hailing,introducing multiple entities to participate in comprehensive evaluation,adjusting the logical starting point of government regulation,and improving regulatory legal cooperation measures as soon as possible. |
