| In the context of the global population aging,with the gradual deepening of China’s aging population,in order to explore scientific old-age care and relieve the pressure of social old-age care,the re-employment of the younger elderly gradually highlights its necessity.The younger elderly refer to the group aged between 60 and69.The elderly in this age group have just entered old age,and their physical and mental strength have not completely deteriorated.They have rich reserves of experience and technology,and have the potential of important demographic dividend.In this context,the government,as a public manager,plays a vital role in guaranteeing the re-employment rights of the elderly,providing policy guarantees for re-employment,and improving the labor participation rate of the elderly.It is necessary to make full use of the advantages of knowledge and experience,social capital and human capital possessed by the elderly,and actively promote the re-employment of the elderly.Scientific and efficient development of secondary human resources of the younger elderly can not only reuse the human resources of the huge scale of the elderly population,effectively increase the income of the elderly,maximize the personal value of the elderly,improve the sense of happiness and gain,so that the elderly can really do something for the elderly.It can also solve the individual and social pressure brought by population aging,and solve social problems such as the support of the elderly and labor shortage,which is of great significance for actively dealing with population aging.Based on the research background of population aging,this paper discusses the research status at home and abroad,uses the human capital theory and Maslow’s demand theory,takes the urban elderly in R city as a sample,understands and master the human capital status and existing problems of the urban elderly in R city,and analyzes the data obtained by questionnaire survey and interview.This paper expounds the problems and difficulties of employment channels,employment quality and employment atmosphere encountered by the urban elderly in the process of re-employment in R city,analyzes the causes of these problems from three aspects of employment policy,employ ability and employment awareness,and then put forward targeted and feasible suggestions from three aspects: improving ability,stimulating motivation and guaranteeing system,discusses how to improve and enhance the employment environment and employment quality of the urban elderly at the government level.The main suggestions of this paper are as follows: improving the health management for the elderly and integrating training resources to promote the construction of the lifelong learning system for the elderly to improve the comprehensive re-employment ability of the elderly;By creating a fair and open employment environment,strengthening social publicity to eliminate employment discrimination and prejudice,and providing policy support and financial subsidies to employment enterprises to stimulate the endogenous motivation of re-employment of the younger elderly;By setting up special public welfare posts for the elderly in urban areas,supporting special laws and regulations to protect the employment rights and interests of the elderly,and establishing special commercial insurance to defuse the employment risks of employers to improve the re-employment system for the elderly. |
