| The 19th National Congress of the Communist Party of China proposed to comprehensively implement the rural revitalization strategy,and the report of the 20th National Congress of the Communist Party of China proposed to "comprehensively develop consultative democracy" and actively develop grassroots democracy.".Based on this,promoting consultative democracy in rural governance is increasingly receiving attention from party committees and governments at all levels.However,the traditional top-down rural governance method is difficult to adapt to the needs of rural development in the new era.This article believes that the practice of rural consultative governance based on the theory of consultative democracy is an effective way to solve the current plight of rural governance.Focusing on the issue of "how to realize rural consultative governance in the new era",this paper,from the perspective of "rural consultative governance",aims to achieve good rural governance,and adopts the research methods of literature analysis,case analysis and interview to elaborate and analyze the development of rural governance in China in the past 100 years since the founding of the Party,This paper deeply analyzes the practice of village consultation governance in D village in western Hubei,and points out five kinds of problems existing in rural consultation governance in China,such as weak rural economic foundation,weak subjective initiative of cadres and masses,insufficient project guidance,imperfect institutional mechanism and optimization of consultation platform.Finally,it puts forward five kinds of paths to enhance the efficiency of rural consultation governance in the new era,such as strengthening party building,cultivating consultation subjects,grasping consultation objects,optimizing institutional mechanisms and building consultation platforms,and emphatically expounds decision-making,development and co-construction. |
