| The disabled are typical groups that with difficulties in employment,and they are faced with severe and complex employment situation.The rapid development of information technology promotes the reproduction of many jobs with the “Internet” as the main carrier,providing a new opportunity for the disabled to participate in employment.There are few studies about the employment realization of persons with disabilities in the information society,which generally rely on the digital divide framework to explore,focusing on the importance of digital literacy and the employment inequality shaped by the differences in digital literacy,but lack of attention to the special experience of the disabled and their internal heterogeneity.Ignoring the penetration and spread of the extensive inequalities faced by the disabled in the field of employment in the information society,it is difficult to present a complete picture of the factors that hinder the realization of employment for persons with disabilities.To present the complete aspect of the employment exclusion of the disabled in the information society,this study uses qualitative research methods and conducts semi-structured interviews with 16 persons with disabilities.Through constructing an “Analysis Framework for Employment Exclusion of the Disabled in the Information Society”,this paper elaborates on the multiple obstacles to the realization of new employment of the disabled and clarifies its due positioning and practical relevance in the realization of employment of the disabled.Therefore,a more targeted and systematic employment path is proposed to improve the realization probability of digital labor for the disabled and promote their long-term development opportunities.In the process of employment access in the information society,the disabled are faced with multiple obstacles,showing a three-dimensional employment exclusion picture of the “people-technology-environment” on the whole.From the perspective of individuals,on the one hand,faced with the “uncertain” labor market,some disabled people will psychologically reject and fear Internet-related work and actively isolate themselves from the labor market.On the other hand,the lack of digital literacy also restricts the access of persons with disabilities to jobs.From the perspective of information technology,discrimination of technology design ignores the special use needs of the disabled,and the weak support of information accessibility increases the difficulty of employment access for the disabled.From the environmental dimension,it includes social environment exclusion and institutional environment exclusion.Among them,the exclusion of the cognition of disability and the employment discrimination of enterprises are the main causes of the new employment exclusion of the disabled,which results in the shackles of the unfriendly employment environment for the disabled.The existing employment promotion policies are compartmentalized,and it is difficult for the disabled to obtain adequate and necessary protection of their information accessibility rights and diversified employment needs,which increases the risk of re-exclusion of the disabled in employment.The above factors influence and penetrate each other.They are not completely isolated and separated from each other,and jointly affect the realization of employment for persons with disabilities.Based on the above analysis,this study reflects on the multi-dimensional employment exclusion of the disabled under the “people-technology-environment”structure,and it can be found that digital literacy is the limited prerequisite for persons with disabilities to engage in the new types of employment,and the“barrier-free environment” plays a more critical role.The employment policy with the main bias of “improving digital literacy” can play a limited role,which is more like a response to the lack of individual digital ability under the digital exclusion,and it is difficult to fully affect the complex issue of realizing the employment of persons with disabilities.Because in most cases,the improvement of individual ability endowment cannot counter the obstacles of social environment and institutional environment.The reason why mainstream studies and government policies pay too much attention to the importance of digital literacy is the logical thinking of the attribution of individuals with disabilities,which weakens the responsibility of the government,employment units and private entities in promoting the employment participation of persons with disabilities,conceals the role of environmental barriers,and fails to directly solve the employment exclusion problem from the root.From the perspective of“people-technology-environment” relationship,information technology is not a neutral existence.Its research and development design should not only be guided by institutional norms and social consciousness,but also take humanism as the value axis to effectively respond to the special use needs of some users with disabilities,rather than overtaking the usersTo help persons with disabilities to break out of the cage of technological exclusion and better integrate into the labor market of the information society,it is urgent to pay emphasis on the positive interaction between people and technology and attach importance to the construction of an inclusive and friendly environment,and gather the combined force of multi-dimensional elements of “people,technology and environment” in the future,so as to achieve the expected goals.The concrete realization path construction needs to jump out of the thinking set of “ability determines” and “technology first” and return to the comprehensive social problem of employment exclusion.Firstly,individual actions of psychological adjustment and ability improvement should be advocated for the disabled.Secondly,optimize the design of information technology and information barrier-free support to provide solid technical support for persons with disabilities.Thirdly,we need to promote the construction of a caring and barrier-free social environment and create an inclusive and friendly social atmosphere.Fourthly,improve the design of relevant systems,promote the construction of policy fairness,and provide an equal and developmental employment system environment for the disabled.Through the construction of the above pathways,persons with disabilities can get on the express train of the development of the “digital economy”,share the development achievement of the information society,and avoid the risk of “re-marginalization” in the process of technological change and social transformation. |
