A Study On The Pattern Of China’s Aid To Africa Since The New Century

Africa has long been a key region of China’s foreign assistance,with a history of more than 70 years and fruitful results.Step into the new century,with the establishment of the Mechanism of FOCAC,the Belt and Road Initiative that General Secretary Xi Jinping had put forward since the 18 th CPC National Congress and the vision of building a China-Africa community with a shared future,the scale,form and concept of China’s assistance to Africa have been constantly adjusted,and has gradually taken shape a model of aid to Africa with chinese characteristics.By combing through China’s aid practice,this paper summarizes the main characteristics of China’s aid mode to Africa,namely,"Exploration and Innovation","Green Aid","Comprehensive Governance","Mutual Benefit and Win-win",and shows the essence of China’s aid to Africa.At the same time,"Angola model" is taken as a typical case of China’s aid to Africa,and it is elaborated from the two main aspects of aid characteristics and aid effectiveness evaluation,highlighting the remarkable characteristics of China’s aid to Africa under the international aid system.With the expansion of China’s aid to Africa in breadth and depth,it also has great significance for the development of the international aid system.First of all,the aid model with Chinese characteristics to Africa is a useful supplement to the existing aid model under the international aid system.While traditional donor countries pay attention to national development strategy and security,and pay attention to the all-round development of humanitarianism and human beings,China shifts its aid focus to the actual needs of recipient countries and commits itself to realizing their independent and sustainable development.Secondly,it promoted the reform of the "aid-recipient" relationship.China’s insistence on providing aid to African countries in an equal position gradually affected the previously dominated and dominated aid relationship between traditional donor countries and recipient countries,and promoted the development direction of the international aid model to be more sound.Finally,the multilateral aid mechanism under the existing aid system has been improved.The establishment of the Asian Infrastructure Investment Bank,promoted by China,enriches existing aid mechanisms and diversifies aid methods and financing channels.The development of China’s aid mode to Africa is also faced with many challenges.Competition from traditional donor countries and emerging donor countries,the internal development lag of recipient countries and the difficulties in constructing the image of foreign aid countries hinder the effectiveness and progress of China’s aid to Africa.In view of this,China should pay attention to strengthening multilateral cooperation in the process of aid to Africa,focus on the docking with the domestic development strategies of recipient countries and enhance the voice in the field of international aid,so as to realize the development of China’s aid mode to Africa with The Times and effectively.
