The Model Of Counterpart Foreign Aid In International Development Aid

In the modern sense,international development aid is born out of the famous "Marshall Plan." During the 60 years after the 1960,international development aid has made great changes and developments in the fields of aid agents,objectives,policies,theories,data systems,and aid influence.This thesis focus on the systematic definition,content,characteristics and the influencing factors of the model of counterpart foreign aid,and the establishment of the corresponding theoretical framework.Firstly,by combing the different categories of IDA models,the thesis proposes a model of ODA based on the participation of local governments and relevant agencies during the aid organization phase,that is,the counterpart assistance model.The model is mainly based on China's internal support experience and foreign aid practice as the basis and basis for constructing the theoretical framework of the aid model.In other words,as a basis for aid organizations,and expand the network of intergovernmental cooperation to build cooperative relations between the two sides so as to ensure the effective implementation of ODA.Moreover,by comparing with three general and typical models of IDA,we can draw the conclusion that the model of counterpart foreign aid has three aspects: project invitation,departmental cooperation and fiscal restriction.Secondly,the thesis focus on China-Africa health cooperation.By specifically combing the health cooperation between China and Africa,this thesis further establishes the application of counterpart foreign aid in the health field.Then,based on the three counterparts of inter-governmental horizontal cooperation network constructed,the thesis proposes the hypothetical factors that affect the aid effect,and establishes the hypotheses.By analyzing the influence of the three factors on the aid effect in the four specific cases of China-Africa health cooperation,we draw the conclusions.Finally,suggestions for further development are put forward according to the problems and situations reflected in the specific cooperation cases,and a preview of whether the model can make the international promotion of "China's experience" is forecasted.All in all,the problem solved here is to expect to establish a new model of foreign aid on the basis of China's experience.By systematically combing the theoretical framework and actual operation of this model,we can provide other countries with experience in reference to value.For China itself,Chinese experience can only be more correctly recognized and understood by the world if it has a more systematic theoretical framework.For the other countries,although China's experience becomes more and more important to the others.However,the lack of the way for correct understanding and means has led to many misunderstandings and vicious speculation.For developing countries,the Chinese experience can provide them with a new way of thinking which mades them to choose the path of development and development process much more freely.
