Research On Urban Community Resilience Building Under Public Health Emergency

The public health emergency represented by COVID-19 seriously threatens people’s lives and health,causing great harm to the country and society.As the first line of defense for epidemic prevention and control,it is particularly important for urban communities to respond to frequent public health incidents,safeguard residents’ lives and health,and improve their governance capacity at the grassroots level.With the development of resilience theory,resilient community construction has become a new perspective of urban community emergency management.Therefore,using the resilient community theory to analyze Chinese urban communities under public health emergencies will not only help improve the emergency governance capacity of grassroots communities but also promote the research and application of resilient community theory.In this paper,with the background of COVID-19 prevention and control,combined with the resilient community theory,and on the basis of learning from domestic and foreign research results,the analysis framework of urban community resilience under public health emergencies is built from five dimensions of infrastructure resilience,economic resilience,social resilience,community capital resilience and institutional resilience,and empirical analysis is conducted on S community in Z City.In this paper,the entropy weight TOPSIS method was used to analyze the questionnaire,and the weight coefficients of each dimension and its indicators were obtained.It was found that the resilience of community S was at a medium level with room for improvement.The resilience performance of different dimensions was ranked as institutional resilience,social resilience,community capital resilience,infrastructure resilience,and economic resilience.According to the results of the entropy weight TOPSIS method combined with the interview method,the performance,existing problems,and deficiencies of communities in each dimension of resilience were analyzed.On the basis of further analysis of the causes of problems,optimization suggestions were put forward from each dimension.In terms of the resilience of infrastructure,the construction of community infrastructure should be emphasized to improve the supply level of community public services.In terms of economic resilience,we should optimize the industrial structure and establish a mechanism to guarantee emergency funds.In terms of social resilience,we will continue to promote the building of smart communities and raise residents’ awareness of risk.In terms of community capital resilience,we should improve the diversified governance system and cultivate the soil of community identity.In terms of institutional resilience,the emergency management system should be improved,and channels for public expression and platforms for participation should be built.
