| Foreign aid has always been an important part of China’s diplomacy,and after the21 st century,China’s foreign aid is facing a new situation.First of all,China’s demand for foreign aid functions has gradually diversified,and China’s foreign aid should not only serve the "grand economic and trade strategy",but also take into account the needs of protecting overseas interests,safeguarding national security,and improving national soft power.Secondly,the international environment facing China’s foreign aid has changed,the "theory of China’s responsibility" and "neo-colonialism" are rampant,the competition between major countries has become more and more intense,and foreign aid has gradually become politicized,becoming a tool for major countries to exert their own influence.Finally,the domestic environment facing China’s foreign aid has also changed,with the rapid growth of comprehensive national strength,the scale of China’s foreign aid is getting bigger and bigger,and the foreign aid management system can no longer adapt to the rapidly expanding scale of China’s foreign aid,and it is in urgent need of reform.In the face of the new situation,since the 18 th National Congress,China’s foreign aid has made a series of strategic adjustments,and remarkable results have been achieved.Since the 18th National Congress of the Communist Party of China,the Central Committee with Comrade Xi Jinping at the core,according to the specific practice of China’s diplomatic work,has inherited,adjusted and improved China’s guiding ideology on foreign aid,and put forward a series of important expositions,mainly including the correct concept of righteousness and interests,the diplomatic concept of hard work and achievement,and the awareness of a community with a shared future for mankind,which are respectively the extension of the eight principles of foreign aid,the adjustment of the diplomatic concept of Taoguang and Yanghui,and the revision of proletarian internationalism.This series of expositions has become the guiding ideology leading China’s foreign aid practice in the new era,and has important theoretical and practical significance.Since the 18 th National Congress,China’s foreign aid has become more strategic in geographical selection,and most of the aid funds have gone to countries along the Belt and Road Initiative.Most of the fields selected are concentrated in the social,economic and production fields,while the assistance in the field of security is also very important,and climate change has become a new area of China’s foreign aid.China’s foreign aid funds include interest-free loans,free aid and preferential loans.Since the 18 th National Congress,the scale of China’s foreign aid funds has shown a significant upward trend,and the total amount of foreign aid funds in recent years has remained at about 30 billion yuan to 35 billion yuan every year,which has a lot of room for growth compared with the traditional foreign aid countries and the United States and Japan;The means of aid have become more diversified,and the scale of military assistance has expanded significantly;In terms of institutional reform,the China International Development Cooperation Agency(CIDCA),an independent agency at the vice-ministerial level under the State Council,has been established as a special department for the management of China’s foreign aid,and at the same time a new version of the Measures for the Administration of Foreign Aid has been promulgated and the Regulations on International Military Cooperation have been promulgated,China’s foreign aid has continued to develop in the direction of legalization,and its management system has been improved.The effectiveness of China’s foreign aid since the 18 th National Congress was comprehensively evaluated from three aspects: the development status of major recipient countries,the relationship between China and major recipient countries,and the impact of foreign aid on China.Using six indicators in six dimensions of security,economy,health,education,people’s livelihood and industrial development to measure the development status of major recipient countries,it is found that most of China’s major recipients of foreign aid have achieved a certain degree of development.Using the concept of "partnership" to measure the relationship between China and major recipient countries,it is found that China’s foreign aid has played a positive role in promoting the establishment of partnerships between China and recipient countries.At the same time,China’s foreign aid has indirectly protected China’s overseas interests,greatly enhanced China’s international prestige,effectively maintained China’s border stability,and strongly supported China’s economic development.Through strategic adjustment,since the 18 th National Congress,China’s foreign aid has become more advanced,the aid content has been richer,the management system has been more perfect,and the aid effect has been better,and the foreign aid system with Chinese characteristics has begun to take shape.It has played a positive role in promoting the economic and social development of developing countries,promoting global governance and safeguarding China’s own strategic interests. |
