Study On The Problems And Countermeasures Of Grass-Roots Fire Supervision And Management Under The Dual Management System

Since the reform of fire rescue teams in October 2018,transferred to the Ministry of Emergency Management of the People’s Republic of China.In their daily work,the fire rescue team adheres to the Fire Rescue Bureau the dual leadership of the local Emergency Management and the Ministry of Emergency Management Department.With the deepening of the reform and the development of the local economic level,the fire supervision and management work has faced more challenges.The phenomenon of dual leadership tends to make the fire rescue teams at all levels in a contradictory situation in the implementation of their tasks,the study of grass-roots fire supervision and management measures plays an important role in improving the fire safety environment and creating a good social and economic system.Based on the current situation and characteristics of grass-roots supervision and management of fire departments in N city,on the basis of political system theory and emergency management theory,this paper makes in-depth analysis and research on the problems and causes of fire supervision and management in N city under the dual management system through literature research and historical research.Through the discussion of the present situation of fire supervision and management in N city,it is found that the main reasons are the decrease of work initiative caused by the change of fire department’ s establishment function;There are blind spots and loopholes in individual areas of grass-roots fire supervision and management;There are overlapping contradictions between fire rescue agencies and emergency management departments;The accountability mechanism has great influence on fire supervision and management personnel in three aspects.By learning from the characteristics of foreign fire supervision system and the experience and highlights of grass-roots fire supervision and management of fire rescue institutions in other provinces in China,this paper studies the countermeasures and suggestions to promote and strengthen fire supervision and management in N city by using the methods of investigation and historical research,combined with the actual situation of fire supervision and management in N city,specifically: First,reform the grass-roots fire supervision and management model;The second is to improve the laws and regulations of grass-roots fire supervision;Third,scientifically construct the emergency management system model;The fourth is to improve the accountability mechanism for fire supervision.It is necessary for the development of social economy to study and improve the ability of fire supervision and management at the grass-roots level,The significance lies in the implementation of the “ People First,life first ” concept of security development by General Secretary Xi Jinping,and practicing the spirit of the 16-word motto,“ Be loyal to the party,have strict discipline,be Comancheria,and be dedicated to the people,”to the national comprehensive fire and rescue team.To serve the safety of people’s property and lives under the rapid development of social economy,effectively prevent and defuse all kinds of safety risks,resolutely prevent and contain all kinds of major,major fire accidents,to ensure a stable fire safety situation.
