| In 2019,the Central Committee of the Communist Party of China(CPC)and the State Council issued the Outline of the Development Plan for the Greater Bay Area of Guangdong,Hong Kong and Macao to support Hong Kong and Macao youths to enter and integrate into the PRD in terms of further studies,employment,innovation and entrepreneurship,social practice,etc.Since 2019,governments at all levels in the nine PRD cities have issued a large number of policy documents to support cross-border development of Hong Kong and Macao youths,with a view to supporting Hong Kong and Macao youths to better and faster integrate into the overall development of the country and consolidate On the basis of the achievements already made,we will continue to expand the breadth and depth of our work on cross-boundary youth development in Hong Kong and Macao.Therefore,a comprehensive grasp of the progress of the policies on cross-boundary development of Hong Kong and Macao youths in the nine PRD cities at this stage is crucial to the future promotion of cross-boundary development of Hong Kong and Macao youths.Based on this,this paper starts with a quantitative analysis of 84 policies on cross-border development of Hong Kong and Macao youths in nine PRD cities at the public policy level,analyses the relevant policy texts from three elements of the public policy system: policy subjects,policy contents and policy tools,and completes the content coding of the relevant policies to sort out the policy supply system of cross-border development of Hong Kong and Macao youths in nine PRD cities in an all-round way,showing the The aim is to optimise the policy design and promote the in-depth integration of Hong Kong and Macao youth into the development of the Greater Bay Area.At the same time,according to the demand classification of the KANO model,the cross-border development needs of Hong Kong and Macao youths are classified into three levels: basic needs,aspirational needs and developmental needs,and a judgement is made on the suitability of cross-border development policies for Hong Kong and Macao youths to their needs.Finally,the following problems were found in the existing policies: insufficient cooperation and collaboration among policy makers,relatively incomplete policy content,and unbalanced structure in the use of policy tools.On the other hand,the KANO model was used to identify the cross-border development needs of young people in Hong Kong and Macao and to classify them into levels.It was found that at the level of basic needs,life support and protection cannot meet the needs of young people in Hong Kong and Macao;at the level of aspirational needs,there are discrepancies between the policy settings and the perceptions of young people in Hong Kong and Macao;at the level of developmental needs,the policy coverage cannot fully meet the needs of young people in Hong Kong and Macao.In view of the above problems,this paper proposes the following four main ways of optimisation: firstly,to increase the synergy of policy bodies and improve the policy supply system;secondly,to optimise the structural system of policy tools and enhance the effectiveness of the combination of tools;thirdly,to expand the coverage of policy contents and ensure the implementation of policies;fourthly,to focus on matching the supply and demand of development policies and realise the effective supply of policies,with a view to providing a feasible basis for the future formulation and improvement of cross-border development policies for Hong Kong and Macao youths in the nine PRD cities.The aim is to provide ideas for the formulation and improvement of cross-border development policies in the nine PRD cities. |
