Research On The Development Of Virtual Reality Industry In Qingdao From The Perspective Of Policy Tools

As one of the new generation of information technology,virtual reality provides people with an unprecedented immersive experience through the integration of virtual and real scenes.The characteristics of virtual reality itself make it an important part of the digital economy and are expected to become an important engine for China’s future economic development.With the improvement of the maturity of virtual reality related technologies,the application prospects of mass consumption and vertical industries are increasingly broad,and the industrial development has ushered in a good opportunity,and China has issued a series of industrial support policies to promote the development of the virtual reality industry.The top-level requirements of the country’s development of virtual reality industry must eventually fall to a certain or several specific places to achieve,so the local issuance of effective industrial policies plays an important role in promoting industrial development.As early as 2016,Qingdao has synchronized with the international layout of virtual reality industry,and has successively issued virtual reality industry development action plans,industrial and other policies,and systematically laid out the development of the city’s virtual reality industry.Qingdao has become the core area for the development of virtual reality industry in Shandong Province,setting a benchmark and creating a model for the development of virtual reality industry in Shandong Province.Based on the perspective of policy tools,this paper conducts an in-depth and systematic study on the development of virtual reality industry in Qingdao,including sorting out the industrial cultivation measures introduced,clarifying the results and existing problems of the measures,analyzing the causes of the problems,etc.,and finally putting forward targeted policy suggestions.The study shows that Qingdao is more willing to use supply-side policies in the selection of virtual reality industry policy tools,accounting for 51%,and the policy effect is also more significant;Secondly,it prefers to use environmental policy tools,accounting for about 29%,which provides a guarantee for the development of the city’s virtual reality industry;The least are demand-side policy tools,accounting for 20%,which provide traction for industrial development by expanding demand.Although Qingdao has played an important role in virtual reality industry policy,there are still three problems in the development of Qingdao’s virtual reality industry,one is that the supply side has not yet formed a perfect supply system,the other is that the environmental side needs to further build an industrial ecology,and the third is that the commercial promotion of the demand side is facing difficulties.The causes of the problem mainly include five aspects,one is the lack of attention to the uncertainty of industrial development,the second is the lack of precision of policy implementation,the third is the lack of market orientation in policy formulation,the fourth is the insufficient promotion of industrial coordinated development by policies,and the fifth is the lack of regulatory content of policies.The research shows that Qingdao can fully and effectively use virtual reality related policy tools,and the policy tools introduced cover all aspects of supply,environment and demand,and the effect of policies is more significant.In order to better promote the development of Qingdao’s virtual reality industry,this paper also puts forward countermeasures and suggestions for Qingdao to further select policy tools,one is to continue to make good use of supply-side policy tools,the other is to fully supplement the current environmental policy tools,and the third is to do a good job in the precise policy of the demand side.
