Research On The Path Of How Governmental Risk Communication Affects Risk Perception Under Emergencies

As emergencies have become a global valued risk issue,preventing and defusing social risks caused by emergencies turns into a major challenge faced by the government.Due to the different risk communication strategies adopted by local governments for different risk events,and the diversification of information exchange or cognitive updating in information communication,the risk perception of public always varies in an unstable state.How to balance the public’s risk perception by improving risk communication strategies has become a vital issue for governments to prevent and defuse major risks.For the sake of cracking the risk perception imbalance caused by communication obstacles,this study has built a "risk communication-risk perception" analysis framework on account of the communication theory and risk perception theory,and then devides the important factors amongst the process of government risk communication into information publishers,communication channels,communication efficiency,information consistency,trust,the degree of harm.According to the hazard anger model of risk,the public’s risk perception is segmented into two dimensions: emotion perception and severity perception.Finally exploring how the conditional combination path of these factors leads to the public bias of risk perception by means of employing qualitative comparative analysis.The study found that the path of how risk communication affecting risk perception has a dual logic of single orientation and composite superposition.Under a single logic,the "slow response" path explaining the generation of emotion perception,and the "concentrated focus" path explaining the generation of severity perception.Under the compound logic,the public generated two kinds of perceptions at the same time,and puts forward three paths: "focus shift","associative empathy" and "low government trust".As the five paths mentioned obove,five targeted suggestions are put forward to solve probable obstacles.The government is expected to carry out the activities of risk communication more activetedly,comfort public’s emotions in time,quickly release accurate information,regulate social media platforms,and restore the trust between the government and the people,thereby assists the government to stabilize the public’s risk perception.
