Research On Problems And Countermeasures Of Employment Assistance For Relocated Households Of Poverty Alleviation In A County Of Yibin City

The relocation of poverty alleviation is the "number one project" and landmark project in China’s poverty alleviation strategy in the "13th Five-Year Plan" period.With the completion of the relocation task,the production and living environment of the relocated households have been greatly improved,but their livelihood space and production and living style have been changed accordingly.Because the relocated households generally have low education quality and insufficient employment skills,employment assistance is a crucial path to consolidate and expand the relocation results and effectively connect with rural revitalization.The paper analyzes the problems and reasons of employment assistance for relocated households in Yibin County A through questionnaires and interviews,and explore methods and countermeasures to solve them,moreover,provide reference for other areas with similar problems.This paper firstly analyzes the background and significance of the research on employment assistance for the relocation of poverty alleviation,summarizes the relevant research results at home and abroad,puts forward the research ideas and research methods,then defines the core concepts related to employment assistance for poverty alleviation and relocation,and elaborates the theoretical basis of this study.Secondly,it introduces the overview of employment assistance for relocation of poverty people nationwide and the basic status of that in County A.Through the analysis of interviews and questionnaires,it is found that there are four aspects of problems in the work of employment assistance for relocation people in County A,such as insufficient collaboration of employment assistance participants,low quality of employment skills training,insufficient cultivation of local employment carriers,and insufficient strength of the employment assistance workforce.Reasons for these problems,inadequate awareness of participating subjects,inadequate coordination mechanism among participating subjects,insufficient planning of employment training system,relatively lagging economic level and development concept,and unreasonable management of grass-roots staff,were explored and analyzed.Finally,we propose to solve the problems of employment assistance for relocated households in County A in terms of constructing a collaborative governance mechanism of multiple subjects to promote the participation of multiple parties,adopting "wisdom and will" to enhance the comprehensive competitive ability of relocated households,scientific and reasonable planning to enhance the quality of employment skills training,taking multiple measures to broaden the platform of local and nearby employment,and strengthening the construction of work team with strong incentives through multiple channels.
