International Comparative Study On Long-term Mechanisms For Poverty Governanc

Poverty is a common product of a volatile and troubled world.According to the 2022 Global Development Report released by the China International Development Knowledge Center,due to the impact of COVID-19,an additional 119 million to 124 million people in the world were living in poverty in 2020,and the extreme poverty rate increased to 9.5 percent,the first time in more than 20 years that the number of people living in extreme poverty is on the rise.It can be seen that poverty governance is not so simple as using policy means to lift poor people out of poverty,but needs a long-term sustainable process to ensure that they will not return to poverty when confronted with external factors.Therefore,it is important to study the long-term mechanism of poverty governance in the uncertain environment.A systematic understanding of the relevant concepts of poverty governance is the logical starting point to understand the long-term mechanism of poverty governance.To sort out domestic and foreign literature on poverty research,summarize the existing research on poverty governance,and distinguish and clarify related concepts.At the same time,this paper insists on the subject status of poor groups in dealing with their own poverty reality,and believes that the participation of poor groups in poverty governance is of great significance,and the subjectivity of poor groups should be an important consideration in the construction of long-term mechanism of poverty governance.On this basis,through the international comparison of poverty governance theories,three typical poverty governance models are sorted out,and the subjectivity of poverty group participation and the systematization of poverty governance are emphasized again,providing theoretical support for the long-term mechanism of poverty governance proposed in the following paper.In the international comparison of poverty governance practices,the differences are analyzed one by one from the aspects of poverty standards,participants in poverty governance,poverty governance methods,etc.,which pave the way for the construction of the latter part of the long-term mechanism of poverty governance.Finally,from the poor group identification,the choice of governance means,security mechanism,evaluation mechanism to establish a long-term mechanism of poverty governance and a detailed discussion.It also points out that when constructing the long-term mechanism of poverty governance,we should consider the whole with systematic thinking,bring the multiple subjects of poverty governance into the long-term mechanism,and pay attention to stimulate the internal motivation of the poor groups.
