| The assistance work for urban difficult workers is an important responsibility and mission entrusted to the trade union by the Party.The 14 th Five Year Plan period is an important stage for consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization.Providing assistance and assistance to urban disadvantaged workers plays a positive role in establishing a harmonious and stable workforce,assisting rural revitalization,and promoting economic development.Especially in the face of the increasing economic downward pressure caused by the epidemic,which has had a serious impact on the families of urban workers in need,temporary workers with difficulties,and other groups in Huai’an City,the trade union organization of Huai’an City should innovate assistance methods,take solid and effective measures,and provide assistance and assistance to workers who have returned to poverty due to various reasons,making their work more stable,income more satisfactory,social security more reliable,and welfare benefits more sufficient.Regarding the assistance work for urban difficult workers,trade union organizations at all levels in Huai’an City have carried out many beneficial explorations and active practices in the establishment of regulations,precise identification,and hierarchical classification assistance.However,there are still many factors that constrain and affect the relief of employees,and there are still many problems in the assistance work for urban difficult workers that need to be addressed through targeted research.This article starts with analyzing and studying the functions and role positioning of trade unions,as well as the value and significance of difficult assistance work.Guided by social governance theory and social assistance theory research,through literature research,questionnaire surveys,interviews,and other methods,this article analyzes the problems and reasons that exist in the practice of carrying out urban difficult worker assistance work by the trade unions in Huai’an City.It proposes that the trade unions in Huai’an City should focus on the positioning of assistance goals,the supply of assistance resources The problems and reasons in the integration of assistance resources and assistance service projects.By drawing on the advanced experience of Shaoxing City in Zhejiang Province and Zhenjiang City in Jiangsu Province regarding the assistance work for urban difficult workers,this thesis proposes improvements from four aspects: improving the democratic participation and social supervision system of trade unions,strengthening their own construction,optimizing the integration of assistance resources,and innovating assistance service measures.This provides valuable strategies and suggestions for doing a good job in assisting urban difficult workers in Huai’an City in the current period. |
