Research On The Government Role Of Public Service Outsourcing In China

When the public services provided by the government cannot meet the increasingly complex and diversified needs of the public,all sectors of society have begun to vigorously advocate the introduction of a competition mechanism to purchase public services from the market.This will not only increase the quantity and quality of public services,but also reduce the government's financial burden and enable the government to achieve " streamline".In all of the means of government purchases public services,outsourcing is the most common one.As one of the major players in public service outsourcing,the responsibilities and roles played by government agencies have a direct impact on the success or failure of outsourcing.Through sorting out the literature,it is found that the existing research mainly rests on the meanings of public service outsourcing,the influencing factors of decision-making,the effectiveness of outsourcing,and the avoidance of risk.There is less research on the role of government in public service outsourcing.In view of this,the study is based on the positioning of government roles in public service outsourcing,from the two typical cases of city management outsourcing in S city and environmental sanitation outsourcing in N city,we analyzed the performance of government's role in public service outsourcing.And get a result: The government is not a good buyer of public services,it is not a good regulator of outsourcing,and it is not a good risk manager.Finally,it puts forward suggestions to improve the government's role from both the government's own efforts and external support.It is believed that in order to adjust the government's role,the government should establish the concept of service-oriented government,increase the level of service purchase,increase the supervision of outsourcing,and improve risk management capabilities.In addition,it also needs external support.It should create a good legal environment to constrain government actions,increase supervision over the role of government,and strengthen the accountability mechanism and anti-corruption mechanism.
