Research On The Construction Of The SCO Development Community In The New Era

Since socialism with Chinese characteristics entered a new era,the SCO has ushered in a golden period of quality improvement and development.In the new era,under the guidance of the "Shanghai Spirit",the SCO has withstood the test of the changing international situation,continuously deepened cooperation in various fields,built a community of common destiny more closely,embarked on a new path of cooperation and development that conforms to regional realities and the needs of all parties,and made useful explorations for building a new type of international relations and a community with a shared future for mankind.Economic cooperation is one of the three pillars of the SCO,and General Secretary Xi Jinping proposed at the 20 th meeting of the Council of Heads of State of the SCO member states to "deepen pragmatic cooperation and build a development community",drawing a grand blueprint for the SCO economic cooperation to move towards a development community.The SCO Development Community adheres to the people-centered approach,adheres to the development concept of innovation,coordination,green,openness and sharing,the concept of open,integrated,mutually beneficial and win-win cooperation,and the governance concept of consultation,co-construction and sharing,and strives to expand the space for practical cooperation among the SCO member states,and has increasingly become a powerful engine for building a community with a shared future in the SCO.At present,the SCO has made outstanding achievements in policy communication,facility connectivity,unimpeded trade,financial integration and people-to-people support,and the practical basis for building a development community of the SCO has gradually improved.However,in the context of unprecedented changes in a century and the superimposed resonance of the new crown epidemic,the construction of the SCO Development Community faces external challenges such as the deep transformation of the international order,the conflict between Russia and Ukraine,and the malicious suppression of member states by Western countries outside the region,as well as internal challenges such as weak sense of community among member states,widening gap in regional economic development levels,and slow progress in multilateral economic cooperation.In the future,the building of the SCO Development Community should be guided by the "Shanghai Spirit" and the principles of construction,rationally respond to the external challenges that currently hinder its development,and create a favorable international environment for the building of the SCO Development Community.At the same time,SCO member states should strengthen policy communication and unite to create a development community;Set pragmatic targets to strengthen common interests through facility connectivity;Build a financing platform to support the development of the community through financial integration;Promote multilateral cooperation to improve regional economic development through unimpeded trade;Strengthen common feelings and consolidate the foundation for development with people-topeople bonds.Gradually build a model development community for mutual benefit and win-win results,demonstrate the exemplary significance of countries with different political systems to achieve common development,and provide a model for the construction of the SCO community of health and health,security,humanities and China-Central Asia.
